In order to achieve the goal, Plan International Zambia (PIZ) through the Eastern and Central Program Area is implementing a project called BRECS (Building Resilience through Climate Smart Sustainable Livelihoods). The (BRECS) project, implemented by Plan International in collaboration with Jesus Cares and Diaconia, aims to enhance the capacity of communities in Central and Eastern Zambia respectively, to adapt and build resilience to the impacts of climate change by focusing on green enterprises, sustainable farming practices, hydroponics systems in schools, protection of children and young people, and promoting women’s access to resources and decision-making.

The boreholes will supply water to the hydroponics using the deep culture method and to the dug-out fishponds to support fish production in the schools.

1.     Objectives of the Activity

a)    To conduct hydrogeological surveys to identify viable water sources in 6 schools in Eastern and Central Province to support the hydroponics and aquaponics.

b)    To drill and equip boreholes in selected schools.

c)     To install 2,500-liter water tanks on 6-meter-high stands for water storage and distribution to support fish ponds and hydroponics.

2.     Scope of Work

The contractor will be responsible for the following tasks:

a) Preliminary Assessment and Survey

  • Conduct detailed hydrogeological surveys to determine suitable drilling locations.
  • Assess site-specific requirements and submit survey reports.

b) Borehole Drilling in close collaboration/ monitored by the Ministry of Local Government  and Ministry of water development and sanitation

  • Mobilize equipment to each site.
  • Drill boreholes to a depth sufficient to ensure a sustainable water yield 100- 120 meters deep. Payments will be made based on actual meters achieved per borehole.
  • Conduct yield tests and water quality tests verified by Water Experts from Local Authority & Department of Water
  •  PVC casing and gravel packing as per standards.

c) Borehole Equipping

  • Supply and install submersible pumps
  • Provide solar pumping systems
  • Construct concrete aprons and drainage channels to prevent contamination.

d) Water Tank Installation

  • Fabricate and install steel tank stands, 6 meters high, properly anchored.
  • Supply and install 5000-liter plastic/polyethylene tanks (UV-resistant, food-grade quality).
  • Connect tanks to boreholes with appropriate piping, taps, and fittings.
  • Ensure overflow and drainage systems are in place.

3.     Deliverables

  • Hydrogeological survey reports for each site.
  • Fully functional boreholes with pump systems.
  • Installed 2,500-liter tanks on 6-meter tank stands (one per school).
  • Water quality test results from certified laboratory.
  • Completion report including borehole log sheets, yield test results, and photo documentation.

4.     Timeframe

  • Specific timelines per site to be proposed in the contractor’s work plan.

St. Paul’s Boys Secondary School- Central Province

Lot 2

Chadiza Boarding  Secondary School- Eastern Province

Chanjowe Day Secondary School- Eastern Province

Mbande Day Secondary School- Eastern Province

Mbozi Day Secondary Schools- Eastern Province

Plan International Zambia reserves the right to split the contract award based on Lots and/or award to one contractor

6.     Supervision and Reporting

  • During drilling of the boreholes, the technical works will be supervised by Water Engineer from the Local Authority and District Water Affairs Officer.
  • All borehole outcomes to be certified by Local Authority Experts & Department of Water in each district
  • Payments to only be done based off the report by the local experts
  • Weekly progress reports and coordination meetings required.

7.     Project Completion

Upon completion of the installation, the boreholes should meet the specified dimensions and standards.  Completion certificate of installations to be done accompanied by report from local authority. A handover should be organized.

8.     Other terms and conditions

a.     The contractor shall undertake a comprehensive hydrogeological survey and submit findings for approval prior to drilling. The survey must guide borehole siting.

b.    The contractor shall be solely responsible for borehole siting based on a hydrogeological study. Plan International Zambia shall not be liable for non-productive or dry boreholes resulting from inadequate siting.

c.     A borehole shall be deemed ‘dry’ if it yields less than 0.5 cubic meters per hour during a standardized pump test lasting at least 4 hours

d.    In the event that a borehole is determined to be dry, no payment shall be made for drilling activities related to that borehole.

e.     Should a borehole be deemed dry, the contractor shall, at their own cost, drill an additional borehole within the same vicinity, subject to new siting and Plan International Zambia, Local Authority Engineer and  Department of Water Affairs Engineers  approval.

9.     Warranty

12 months warranty on pumps and installed equipment.

10.  Evaluation Criteria:

Administrative requirements

  • Company profiles (clearly indicating the current physical address, contact telephone number and valid email address of business)
  • Certificate of business registration/incorporation with Form III indicating shareholding structure.
  • ZRA registration certificate; valid tax clearance certificate
  • Valid Workmans compensation certificate
  • Drillers MUST have WARMA certification

Failure to submit all documents above will lead to disqualification

Technical Requirements (70 POINTS)

  • Experience with borehole drilling. Vendor must demonstrate having completed similar works. This will be determined by submission of at least 4 Previous Purchase orders/contracts/completion certificate/invoice. Vendors must also provide contact details of references where work was completed. (20pts)
  • Equipment and capacity- Vendor must demonstrate ownership of drilling rig and personnel- (25pts)
  • Methodology and schedule. Vendors must submit methodology that complies with ToR as well as schedule of works (25pts)

Financial Proposal (30  POINTS)

Price Competitiveness (30pts)
