1        Overview

The Wildlife Producers Association of Zambia (WPAZ), under its flagship project Building Inclusive and Resilient Community Wildlife Economies in Zambia, invites Expressions of Interest (EOI) from qualified consortia to conduct a comprehensive scoping study. The study will identify and prioritize wildlife economy opportunities across Zambia, with particular emphasis on three priority landscapes— West Lunga, Eastern Kafue (location TBD) and Nsumbu—to enhance community livelihoods and conservation outcomes through integrated land use planning.

2       Objectives

• Map and profile key stakeholders (communities, private sector actors, conservation partners) and create an organogram of their interconnections.
• Provide insights to strengthen WPAZs institutional capacity for community-driven wildlife economy initiatives, including sustainable business models for community game ranching.
• Analyze the potential of wildlife-based enterprises (e.g., eco-tourism, legal game meat production, non-timber forest products like honey collection) for income generation and community benefits
• Assess, and document community governance structures, capacity, SWOT analysis and readiness for wildlife economy initiatives, identifying gaps and opportunities.
• Identify ecological, legal, policy, and social constraints, including barriers to private sector investment and risks of community engagement, equity and benefit sharing.
• Recommend priority interventions, including public-private partnerships (PPPs), technical support, and investment opportunities tailored to each landscape’s developmental stage (early, mid, advanced).

3       Scope of Work

• Landscape Mapping: Map all major landscapes especially West Lunga, Eastern Kafue (location TBD), and Nsumbu using GIS tools, desk- based research, and stakeholder consultations, focusing on ecological suitability for community game ranching and land use planning initiatives
• Stakeholder Analysis: Profile stakeholders (e.g., community-based organizations, private game ranches, NGOs, Department of National Parks and Wildlife, West Lunga Conservation Project) and create an organogram of their roles.
• Situational Analysis: Assess existing and potential wildlife-based enterprises, emphasizing economic viability, market access, scalability, and community benefits through land use planning.
• Community Assessment: Evaluate community governance, enterprise management capacity, and readiness, with specific focus on engaging surrounding communities to mitigate conflicts
• Constraint Analysis: Identify ecological (e.g., habitat degradation), legal (e.g., regulatory barriers), policy, and social constraints affecting community-driven wildlife economies.
• Recommendations: Develop actionable recommendations for pilot projects, capacity-building programs, PPPs, and technical support, tailored to each landscape, prioritizing West Lunga and Nsumbu due to existing invitations.

4       Methodology

• The consortium of consultants is expected to develop and implement a comprehensive methodology to ensure robust data collection and analysis. The consultants will document the methodology in detail, ensuring it is replicable, culturally sensitive, and responsive to the project’s goals and stakeholder needs.

5        Key Deliverables

• Inception Report: Detailed work plan, methodology, and data collection tools (within 10 days of contract signing).
• Field Assessment Report: Summary of field visit and consultation findings.
• Stakeholder Contact List and Organogram: Annex with names, roles, organizations, and a visual organogram.
• GIS Files: Editable shapefiles used in mapping (submitted with final report).
• Draft Scoping Study Report: Comprehensive draft with preliminary findings and recommendations for WPAZ review.
• Final Scoping Study Report: Polished report (max 50 pages, excluding annexes) with executive summary, findings, GIS maps, organogram, and prioritized recommendations.
• Presentation: PowerPoint summarizing key findings for WPAZ stakeholders.

All deliverables must be in English, in PDF and editable formats (e.g., MS Word, PowerPoint).

6       Qualifications

• A consortium with expertise in governance, wildlife economy, social impact assessment, business/land use planning, and ecological/conservation aspects.
• At least one team member with a Masters degree in Environmental Management, Conservation, Wildlife Management, Development Studies, Economics, or a related field.
• Minimum 5 years of experience in landscape scoping studies or feasibility assessments in conservation or rural development.
• Proficiency in GIS mapping and data analysis tools (e.g., SPSS, NVivo).
• Experience with diverse stakeholders, including indigenous communities, conservation partners and private sector actors.
• Fluency in English; knowledge of local languages (e.g., Bemba, Lozi or any other) is an advantage.

7        Timeline

The consultant shall be required to propose a realistic and achievable timeframe for completion of the assignment, taking into account the scope of work and deliverables. It is anticipated that the assignment will span approximately 90 days, from inception, although the final schedule will be determined in consultation with the client

8       Submission Requirements

Consortia must submit:

• Cover letter outlining suitability and approach (max 2 pages).
• Technical proposal with methodology, work plan, and timeline addressing governance, business/land use, and ecological aspects (max 6 pages).
• Financial proposal with detailed budget (fees, travel, accommodation, etc.).
• CVs of key team members highlighting relevant experience
• Contact details of two professional references or organizational assignments
• Sample of a similar scoping or feasibility study.
