LOT 2. INVITATION FOR EXPRESSIONS OF INTEREST (EOI)

Financing, Development and Operation of SOS Children's Villages Zambia Land Parcels

SOS Children’s Villages Zambia invites Expressions of Interest (EOI) from qualified and experienced property developers, investors and development consortiums to partner in the financing, design, development, operation and maintenance of strategically located land parcels under a Design–Finance–Build–Operate (DFBOT) model.

1.Development Opportunities

Developers may express interest in one, several or all of the available sites.

2.Development Scope

SOS Children’s Villages Zambia seeks innovative proposals for sustainable commercial developments under a long-term concession or lease arrangement. Mixed-use developments, phased developments, joint ventures and other commercially viable concepts that align with the organisation's mission are encouraged.

The successful developer will be expected to finance, design, construct, operate and maintain the development throughout the concession period before transferring it back to SOS Children’s Villages Zambia at the expiry of the agreement, unless otherwise agreed.

3.Eligibility

Interested parties should demonstrate:

• Proven experience in real estate development or related sectors.
• Experience in delivering comparable developments.
• Capacity to finance and implement large-scale developments.
• Ability to operate within the regulatory framework of Zambia.

Both individual firms and consortiums are eligible to apply.

4.Submission Requirements

Expressions of Interest should include:

• Company profile.
• Relevant project experience.
• Preliminary development concept(s).
• Preferred commercial structure.
• Proposed development programme.
• Intended land use(s).
• Implementation approach and indicative timeline.
• Team structure.
• Any additional supporting information.

5.Important Notice

Developments associated with alcohol, tobacco, gambling, weapons, adult entertainment, exploitative labour practices, child labour or any activities inconsistent with children's rights and wellbeing will not be considered.

Submission of an EOI does not constitute any contractual commitment. SOS Children’s Villages Zambia reserves the right to accept or reject any submission without assigning reasons.

6.Submissions

Interested developers /Bidders should submit their Expressions of Interest electronically to Procurement.NO@sos-zambia.org on or before 06/08/2026 for Lot 1 and 13/08/2026 for Lot 2 clearly marking the subject line as;

Lot 1 :"Proposal for Property Management and Real Estate Agency Services" or

Lot 2: "Expression of Interest for the Financing, Development and Operation of SOS Children’s Villages Zambia Land Parcels in Lusaka, Kitwe, Livingstone and Chipata."

Clarifications

Any requests for clarification shall be submitted via email to Procurement.NO@sos-zambia.org. Responses to clarification requests may be shared with all prospective respondents were considered appropriate.

9.Site Visit

Prospective bidders or their assignees are encouraged to conduct site visits to the properties covered under this Request for Proposal (RFP) to familiarize themselves with the nature, condition, location, and extent of the portfolio prior to submitting their proposals.

Site visits shall be arranged by prior appointment with SOS Children's Villages Zambia through the Procurement Office. Requests for site visits should be submitted via email to Procurement.NO@sos-zambia.org.

Any costs associated with the site visit shall be borne solely by the bidder.

Failure to undertake a site visit shall not relieve the successful bidder of any obligations under the resulting contract. By submitting a proposal, bidders shall be deemed to have satisfied themselves as to all conditions affecting the execution of the assignment.
