• IntraHealth International is now seeking a Finance and Compliance Manager to support the USAID-funded Zambia Leading Organizational Capacity and Localization Development (LOCAL) Activity.
• In this role, the Finance and Compliance Manager ensures contract compliance with organizational and donor rules and regulations, maintains accurate and complete records in accordance with Generally Accepted Accounting Principles (GAAP), creates and maintains project systems and reporting mechanisms related to accounting, financial budgeting and reporting, and procurement and administrative management in compliance with IntraHealth, donor, and Zambia laws and regulations. This position will also support the local partners and the short-term Finance Technical Advisors with capacity development plans, tracking activity progress related to finance, managing and monitoring the Finance Technical Advisors’ scopes of work, developing and issuing all local consultant contracts, and serving as a key member of the LOCAL project team.
• This position will be based in Lusaka, Zambia.

Duties include, but are not limited to:
• Leads the development, monitoring, and review of the project budget, ensuring the effective creation of monthly projections and cash forecasts.
• Ensures strict compliance with contract terms from donors, ensuring all activities are implemented in accordance with the approved contract and budget.
• Oversees the preparation of high-quality financial reports for USAID on a quarterly and annual basis, as well as the PEPFAR expenditure analysis report.
• In collaboration with country and Global Office Finance staff, closely monitors contract spending to ensure the timely utilization of donor funds, project closure, and adherence to IntraHealth and donor regulations.
• Ensures accurate financial forecasts and secures adequate and timely financing for activities and procurements through close collaboration with the Finance and Program units.
• Ensures that the financial management system provides accurate, up-to-date, and complete disclosure of financial transactions, in alignment with IntraHealth’s policies and procedures.
• Monitors the proper management of cash flow, ensuring adherence to budgets and preventing overspending on the project.
• Serves as the primary point of contact for external auditors, facilitating both internal and external audit processes.

• Master’s degree in Accounting, Finance, Business Administration, or similar field of study and at least six years of experience in financial and administrative management with International organizations or a bachelor’s degree in a related field of study and at least 8 years of relevant experience.
• Management experience in financial, administrative, and contract management of USG funded projects.
• Experience managing USAID contracts expert knowledge in USG rules and regulations.
• Experience with PEPFAR reporting and policies.
• Fluent in English, written and oral.
• Experience using QuickBooks and/or other accounting software is required.
• Experience building meaningful partnerships and coalitions.
• A successful track record of attracting, developing, motivating and retaining a high performing, team-oriented staff.
• Ability to work in Zambia without sponsorship.
