Grievance Redress Mechanism (GRM)/ Gender Based Violence (GBV) Specialist Applications are invited from suitably qualified and experienced individuals to fill the vacant position of Grievance Redress Mechanism (GRM)/ Gender Based Violence (GBV) Specialist under the Social Cash Transfer.
1. Introduction
TERMS OF REFERENCE

This Terms of Reference outlines the roles and responsibility of a Grievance Redress Mechanism (GRM)/ Gender Based Violence (GBV) Specialist to provide technical assistance and quality assurance to the Ministry of Community Development and Social Services (MCDSS) specifically implementing the Social Cash Transfer (SCT) program.
2. Objective of this Assignment
The main objective of the assignment is to provide technical input and quality assurance in support of the successful implementation of the Social Cash Transfer (SCT) Grievance Redress Mechanism, including on issues related to Gender Based Violence, sexual exploitation, abuse, and harassment.
3. Scope of Work
The Grievance Redress Mechanism (GRM)/ Gender Based Violence (GBV) Specialist will be expected to work in close cooperation with Supporting Women’s Livelihoods (SWL) and Keeping Girls School (KGS) colleagues responsible for Grievance Redress Mechanism (GRM) Gender Based Violence (GBV) under Girls Education and Women’s Empowerment and Livelihoods (GEWEL) and to undertake the following tasks:
• Support the Ministry of Community Development and Social Services, Department of Social Welfare’ to roll-out of a nation-wide and shock-responsive Social Cash Transfer Programme Grievance Redress Mechanism, linked to Prevention of Sexual Exploitation and Abuse and Gender-Based Violence mainstreaming in social protection.
• Annual joint planning and development of GRM activities within the harmonized Annual Work plans and Budgets covering Social Cash Transfer, Supporting Women Livelihoods and Keeping Girls School.
• Jointly working with SWL and KGS to update and implement the SWL-KGS SCT Gender Based Violence Action Plan.
• Provide technical support, including expert advice for potential trouble-shooting on all GRM/GBV issues.
• Provide support to awareness raising activities for the national hotline, ensuring that helpline follows international best practice and meets minimum standards based on GBV helpline experiences internationally. As such, providing guidance and quality assurance in the development of GBV protocols and safeguards, referral mechanisms, training materials, etc. will be essential.
• Provide technical inputs and guidance to operational documents, including lessons learned, pilot results and other knowledge sharing materials on GRM/GBV issues for the GEWEL, including SCT, to be disseminated both internally and externally.
• Support the team in engaging relevant GBV partners and actors in Zambia, including in collaboration with the Gender Division and its GBV Referral and Service Directories.
• Prepare quarterly reports and monitor the GRM module of MIS.
• Develop reporting templates and ensure GRM information flow.
• Ensure the implementation of the SSRSP Stakeholder Engagement Plan.
• Develop, maintain and contribute to a database of SCT GRM stakeholders.
• Identify and explain enabling factors and barriers that affect the stakeholder engagement process and offer recommendations for strengthening the enabling factors and removing the barriers.
• Participate in supervision mission and technical/coordination meetings and provide input in operational documents.
• Undertake any other tasks necessary to the successful achievement of the objectives and scope of the assignment.
4. Duration of the Assignment and Reporting arrangements
The duration of the assignment will be for two years, renewable based on good performance.
5. Required Qualifications and Competencies
• Minimum of University degree in social sciences, health, or Masters in social sciences will be an added advantage.
• Relevant professional work experience with a focus on violence against women and children, and GBV prevention and response measures, including sexual exploitation and abuse of children.
• Operational experience in the implementation of activities and approaches related to violence against women and children, sexual exploitation and abuse, GBV, gender, and child protection, an asset.
• Experience in supporting M&E and IT systems building.
• Experience in capacity building and workshop facilitation for various audiences, including at the community level.
• Experience in community engagement, consultation and social mobilization.
• Experience with implementation of stakeholder engagement at local and national level.
• Experience in managing grievance/complaints mechanisms is desirable.
• Operational experience at country/regional level in the implementation of programming related to violence against women and children/minors or sexual exploitation and abuse.
• Capacity to work independently, as well as share information, receive feedback, problem-solve with project staff, and engage in dialogue with external partners.
• Excellent English written and oral communication skills, including writing,cpresentation/facilitation and editorial skills.
• Ability to deal sensitively with multi-cultural environment.
