Position Title: HSEQ Manager

Reports to Managing Director

Skillpool : Health, Safety, Security, Environment and Quality expertise

Job Purpose:

The HSEQ Manager is responsible for:

(1) Developing, implementing, and monitoring the company’s Health, Safety, Environment, and Quality Management System. This role ensures compliance with international standards (ISO), local statutory regulations, and industry best practices to minimize operational risks and ensure product and service quality during terminal, storage, and transport operations.

(2) Playing a key role in working with all internal and external stakeholders and clients at large in aligning the company HSEQ goals with the overall company objectives in alignment with country laws.

(3) Maximizing profitability of the transport fleet, including conducting periodical operational analysis of each and all units of the fleet in accordance to company requirement and taking corrective actions as appropriate.

Key Responsibilities

HSEQ Compliance Management: Oversee and ensure HSEQ requirements are complied by all business segments of the company: Retail, Commercial, Lubes, Transport and any other company undertaking including third-party fuel terminal operations.

Risk Management: Conduct comprehensive risk assessments to identify hazards in upstream, midstream, or downstream operations and develop mitigation plans.

Incident Investigation: Lead thorough investigations into incidents or near-misses using root cause analysis to prevent recurrence and document findings and recommend improvements thereof, ensuring that recommended corrective actions are tracked and implemented.

Training & Awareness: Conduct training sessions and promote a culture of safety across all levels of the organization.

Regulatory Liaison: Act as the primary point of contact for regulatory bodies, customers, and stakeholders regarding HSEQ matters.

Auditing: Perform internal and external audits to verify compliance with statutory requirements and industry best practices.

Strategy & Compliance: Develop and implement an Integrated Management System (IMS) compliant with ISO standards (e.g., ISO 9001, 14001, 45001).

Regularly review, update, and communicate HSEQ policies to align with country’s legal requirements.

Develop and implement emergency response plans, incident reporting systems, and HSEQ policies aligned to business needs.

Specific Outcomes:

  • Effective Emergency Response: Regular, documented emergency drills (fire, medical evacuation, spills) ensuring 100% personnel training and readiness.
  • Elimination of Hazardous Conditions: Proactive hazard identification, risk assessment, and implementation of control measures.
  • Enhanced Safety Culture: Increased reporting of near-misses and proactive engagement in behavior-based safety initiatives, moving from a "blame" culture to a "learning" culture.
  • Reduced Incident Rates: Decreased Frequency Injury Rates (LIFR) and Total Recordable Incident Rates (TRIR).
  • Zero Environmental Incidents: Prevention of spills, emissions, and waste mismanagement.
  • Regulatory Compliance: Full compliance with local, national, and international environmental regulations, leading to successful audit results.
  • Sustainable Practices: Implementation of energy reduction, waste segregation, and recycling programs
  • Successful Audits: Maintaining zero or minimal non-conformities during internal and third-party ISO 9001 (Quality), 14001 (Environmental), and 45001 (Safety) audits.
  • Permit-to-Work Mastery: Successful oversight of Permit-to-Work (PTW) systems, ensuring safe execution of high-risk activities like LOTO (Lockout/Tagout) and working at heights.
  • Reduced Liability: Mitigation of legal risks and financial penalties related to accidents or environmental breaches.
  • 100% Training Compliance: Ensuring all employees complete mandatory HSE inductions and job-specific safety training.
  • Competence Management: Developing and implementing training frameworks that increase staff competency in safety, quality, and environmental protocols.
  • Leading Indicators: Number of safety audits, training hours, near-miss reports, and hazard report close-out rates.
  • Lagging Indicators: Total recordable incidents, cost of insurance claims, and days away from work.

Knowledge

  • Strong understanding local Zambian HSEQ Requirements, including laws and governing regulations
  • Proficiency in HSEQ audit tools, and risk management frameworks.
  • Strong ability to multitask, prioritize tasks, and manage time efficiently.
  • Excellent verbal and written communication skills.
  • In-depth knowledge of OSHA, national safety regulations.
  • Experience conducting workplace inspections and incident investigations.
  • Strong Analytical Skills is mandatory.

Qualification and Experience

Education: Bachelor’s degree in Engineering, Health & Safety, Environmental Science, or a related field.

Experience: 5+ years of experience in HSEQ roles, with significant experience in the oil & gas/petroleum sector.

Certifications: Certified Internal or Lead Auditor (ISO 9001/14001/45001).

Knowledge: In-depth understanding of environmental regulations, safety codes, and international standards (API, NFPA, etc.).

Skills: Strong communication skills, leadership capabilities, and proficient in incident investigation techniques. Proficiency in HSEQ audit tools, and risk management frameworks.
