Overall Responsibility

Importation Support

  • Supporting ZAMRA permit processing to facilitate timely importation and regulatory compliance.
  • Managing tax waiver documentation and ensuring completeness and timely submission of required documentation.
  • Coordinating shipment clearance with relevant authorities, clearing agents, and logistics service providers.
  • Conducting pre-arrival planning to ensure readiness for timely and efficient shipment clearance.
  • Monitoring demurrage exposure and reporting potential or actual charges to support timely corrective action and cost control.

Regulatory Compliance

  • Ensuring compliance with import regulations, customs requirements, and applicable regulatory standards.
  • Supporting coordination with ZAMRA and other relevant regulatory authorities to facilitate timely approvals and clearances.
  • Maintaining accurate and complete import documentation and records for tracking, reporting, and audit purposes.
  • Tracking changes in import regulations and regulatory requirements and communicating relevant updates to stakeholders.

Capacity Building

  • Mentoring supply chain staff to strengthen technical competencies and improve operational performance.
  • Supporting competency development initiatives through coaching, on-the-job training, and knowledge sharing.
  • Implementing the “I Do, We Do, You Do” approach to facilitate practical learning and effective skills transfer.
  • Ensuring effective step-down of supply chain systems, processes, and competencies to GRZ structures.

Vendor & Reagent Coordination

  • Supporting vendor-managed logistics systems to ensure effective coordination and availability of required commodities.
  • Supporting reagent rental coordination to facilitate timely supply, equipment availability, and service delivery.
  • Coordinating with suppliers and vendors to resolve logistics issues and ensure timely fulfilment of requirements.
  • Tracking supplier and vendor performance and compliance against agreed contractual and service-level requirements.

Coordination

  • Coordinating with ZAMRA, ZAMMSA, MOH, and other relevant stakeholders to facilitate efficient import and logistics processes.
  • Participating in coordination meetings and technical discussions related to imports, shipments, and regulatory requirements.
  • Supporting timely and effective communication among stakeholders to resolve import and clearance-related issues.
  • Ensuring timely shipment clearance by coordinating documentation, approvals, customs processes, and follow-up activities.

Qualifications and Experience

Minimum Required Qualifications and Experience

  • Degree in Logistics, Supply Chain Management, Customs Management, or related field.
  • Minimum 5 years of experience in importation and customs clearance.
  • Knowledge of Zambian import regulations and customs procedures.
  • Experience with ZAMRA and ZAMMSA operations.

Desirable Qualifications and Experience

  • Certification in customs clearance or import management.
  • Diploma in related field with extensive experience.
  • Experience with health commodity importation.
  • Experience with tax waiver processing.
  • Experience with vendor-managed delivery systems.
