Background
The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the positions of Inspector-Flight Operations.
Job Purpose
To inspect, evaluate, and authorise airline flight operations programmes (including operational control, manuals, crew scheduling, and in-flight procedures) in order to ensure every commercial flight is conducted safely, efficiently, and in full compliance with national regulations and ICAO Standards and Recommended Practices.
Duties and Key Responsibilities
The job holder will be required to undertake the following duties and key responsibilities:
- Flight-Operations Inspection & Surveillance: Undertake regularly, inspections on line operations, ramp departures, and en-route activities in order to verify adherence to approved procedures and identify safety deficiencies.
- Operational Manuals & SOPs Review: Undertake accurately, the evaluation of Operations Manuals (Parts A–D), standard-operating procedures, and amendments in order to ensure they remain current, practical, and compliant with ICAO Annex 6.
- Crew Training & Qualification Oversight: Undertake timely, verification of the syllabi, records, and proficiency checks of flight and cabin crew in order to maintain required competencies and uphold flight-safety standards.
- Fatigue Risk & Duty Time Management: Undertake timely, monitoring of the implementation of fatigue-risk and flight-duty-time schemes in order to prevent crew fatigue and safeguard operational safety.
- Operational Control & Dispatch Interface: Undertake periodically, assessments of the effectiveness of the airline’s flight-following and dispatch liaison in order to ensure robust operational control and accurate flight planning.
- Safety Performance Monitoring: Undertake continually, analyses of safety data, MORs, and flight-data monitoring (FDM) trends in order to highlight emerging risks and recommend preventive or corrective measures.
- Regulatory Compliance & Enforcement: Undertake promptly issuance of findings, corrective-action requests, and follow-up audits in order to secure operator compliance with national legislation and AOC conditions.
- Incident & Accident Investigation Support: Undertake periodically, active participation in investigations of flight operations occurrences in order to determine causal factors and drive systemic safety improvements.
- Documentation & Record-Keeping: Undertake accurately, maintenance of inspection reports, surveillance logs, and regulatory correspondence in order to provide traceability and support evidence-based oversight.
- Stakeholder Liaison & Guidance: Undertake regularly, engagements with airline safety managers, training departments, and industry bodies in order to promote best practices and foster a positive safety culture.
- Reports: Undertake timely, submission of mandatory operational reports to monitor activity implementation and support informed decision-making.
- Performance Management: Undertake timely development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.
Minimum Qualifications
- Full-Form V /Grade 12 School Certificate
- Bachelor’s Degree in Aviation, or equivalent professional (competency-based) qualification or an Airline Transport Pilot Licence (ATPL) / Commercial Pilot Licence (CPL).
- Valid CPL (preferably with frozen ATPL) or full ATPL.
- Member of a relevant professional body (where applicable).
Minimum Relevant Experience & Flight Hours
- Minimum 3 years of relevant aviation experience.
- Flight Time Requirements (Must meet Option 1 or Option 2)
- Option 1 (ATPL): Minimum 5,000 total flight hours, including at least 1,500 hours as Pilot-in-Command (PIC).
- Option 2 (CPL): Minimum 3,000 total flight hours, including at least 2,000 hours as Pilot-in-Command (PIC).
- A minimum of 1,000 flight hours on aircraft over 5,700 kg is strictly required across both Licences.
