1. Introduction

Habitat for Humanity Zambia (HFHZ) is a locally registered non-governmental organization established in 1984. The organization operates in Lusaka, Central, and Copperbelt Provinces, focusing on addressing shelter challenges and related issues such as water, sanitation, and hygiene (WASH) for vulnerable households in peri-urban communities.

Under the project titled “Scaling Up Access to Improved WASH Services Through Community-Driven Models in Makululu and Katondo Informal Settlements,” HFHZ intends to upgrade two (2) existing boreholes from hand pump systems to solar-powered submersible systems. The project also includes the supply and installation of 10,000-litre water storage tanks, civil works, and reticulation systems in Makululu Settlement, Kabwe District.

HFHZ adopts a community-driven approach that actively involves local authorities, community members, and leadership throughout the project lifecycle—from planning and implementation to monitoring and completion. This approach ensures quality delivery, sustainability, and stakeholder ownership.

2. Scope of Works

The assignment covers the upgrade of two (2) boreholes and associated infrastructure works, including:

Removal of existing hand pumps

Supply and installation of submersible pumps and associated accessories

Installation of tank stands and 10,000-litre water storage tanks

Installation of solar panels and related electrical components

Construction of civil works, including:

Water kiosk

Bucket platforms

Soak pits

Stand tap aprons

Pipe reticulation and plumbing works

Fencing of the tank stand area

3. Location

The works will be carried out in:

Makululu Settlement (Road 1 Common Grounds and Road 7 Borehole Site), Kabwe District

4. Bidders must submit the following mandatory documents:

Signed cover letter and financial offer
Valid National Council for Construction (NCC) Certificate (Category B or C)
Valid Zambia Public Procurement Authority (ZPPA) Registration Certificate
PACRA Registration Certificate
Valid Workers’ Compensation Fund Control Board Certificate
Valid Tax Clearance Certificate
Valid WARMA Engineers and Contructors registration or License
Valid EIZ/ERB Registration License
Company profile indicating a physical address
Three (3) most recent stamped bank statements (last three months)
Method Statement outlining the implementation approach
Project duration and Gantt chart
5. Personnel, Experience, and Equipment

Bidders must demonstrate the availability of qualified personnel:

Registered EIZ Water Engineer, Civil Engineer, or related qualification (Diploma/Degree), with at least 2 years’ experience (attach CV, qualifications, and valid membership Card)

Plumber with at least 3 years’ experience (attach CV and qualifications)

Solar Electrician with at least 3 years’ experience (attach CV and qualifications)

Bricklayer with at least 3 years’ experience (attach CV and qualifications)

6. Experience:

Proof of similar completed projects (completion certificates, award letters, or purchase orders)

7. Equipment:

Light truck

Poker vibrator

Pump testing kit (depth meter mandatory)

Note: Proof of ownership or a valid signed lease agreement must be provided for all equipment.

8. Site Visit

Bidders are encouraged to visit the project sites to familiarize themselves with site conditions. All costs associated with the site visit shall be borne by the bidder.

9. Bid Submission Requirements

All bids must:

Be addressed to the Chairperson, Procurement Committee

Be submitted in a sealed envelope

Include a non-returnable USB flash drive containing soft copies of all documents

Be deposited in the Tender Box at:

Each envelope must contain only one bid and be clearly marked:

“Upgrade of Two (2) Boreholes to Solar Submersible Systems, Supply and Installation of 10,000L Tank – Makululu (Road 1 and Road 7), Kabwe District – Lot 5”

10. Submission Deadline and Bid Opening

Submission Deadline: Tuesday, 12th May 2026 at 10:00 AM

Bid Opening: Tuesday, 12th May 2026 at 10:30 AM

Venue: HFHZ National Office, Lusaka

All bids must be priced in Zambian Kwacha (ZMW) and must include all applicable taxes. Non-compliant bids will be automatically disqualified.

Important:

Bidders must ensure proper completion of submission registers and correct signing of documents. Non-compliance will result in disqualification.

11. Contract Award and Signing

The successful bidder will be issued a Contract Agreement for review and signing upon notification of award.

12. Project Duration

The project is expected to be completed within three (3) months from the date of contract signing.
