JOB DETAILS:
The Ministry of Health (MoH) Cooperative Agreement supported by the U.S. Centers for Disease Control and Prevention (CDC) aims at supporting the Strengthening of the Ministry’s capacity to provide Leadership to the National HIV/AIDS Response through coordination, policy development, mentorship and training. MOH seeks to recruit suitably qualified and experienced persons to be appointed to the underlisted positions under this project.
Laboratory Informatics Officer (1 Position)
Reports to: Laboratory Advisor – Ministry of Health
Location: Lusaka

Responsibilities and Duties:
• Work with the Pathology and Laboratory Services Unit at the Ministry of Health.
• Lead the data management and monitoring and evaluation (M&E) activities in the unit.
• Manage data harmonization activities to strengthen laboratory diagnostic systems and data integration with other health information systems/programs.
Specific Responsibilities:
• Support implementation of the M&E system according to the National Laboratory Strategic Plan
• Maintain Laboratory and Pathology Unit databases
• Keep and update inventory of laboratory data sources/systems and related health record systems they integrate with
• Conduct data analysis – basic to mid-level statistical descriptive analysis
i. Coordinate and facilitate development of dashboards, with clear visualizations such as indicator dashboards and various laboratory services program performance dashboards
ii. Facilitate demand creation and use of laboratory data to inform decision making and program management
• Develop and adhere to M&E and data management plans and ensure timely implementation
• Provide technical assistance and capacity building to internal and external stakeholders including District and Provincial Health Office staff.
• Train and mentor laboratory and other staff in M&E, data management, and data analysis activities.
• Support Mol and Program Staff to mentor facilities in implementing protocols for:
i. collection and entry of data and data management
ii. data back-ups and validation
iii. data quality assurance (DOA) checks.
iv. Lead collating, summarizing, and presenting the findings from assessments and other laboratory activities.
v. Coordinating and updating diagnostic network model to account for changes implemented
vi. updated demand data and projection
• Leads in data dissemination in various forums including routine unit meetings, technical working groups etc.
• Lead reporting and submission of laboratory data through the MOH structures, World Health Organization (WHO), PEPFAR, Global Funds and other reporting mechanisms
• Facilitate publication of laboratory findings in local and international journals
• Gain understanding of all laboratory systems and how they support lab process and workflows.
• Work with users at various levels of the organization to determine operational needs and information processing options.
• Provide leadership with management reports such as volume tracking, error reports, quality control summaries and turnaround time reports.
• Assist the Lab Researchers and other research/study staff in setting budgets for various test protocols

Academic and Professional Qualifications
• Full Grade 12 School Certificate with minimum five O level credits including English and Mathematics
• Bachelor’s Degree in Biomedical Sciences with a Master’s Degree in Demography, Epidemiology, public Health, Statistics, Data Science, or any relevant field with a minimum of 1-year postgraduate working
experience, OR
• Bachelor’s degree in Demography, Epidemiology, Statistics, Informatics, Data Science, or any relevant field with a minimum of 3 years working experience
• Familiar with at least one advanced statistical package – R, STATA, SAS, SPSS etc.
• Experience working with or knowledge on DHIS II, SmartCare and Laboratory Information Systems including Disa’lab or any other electronic Health Records (EHR) systems
• Demonstrated experience in management of large datasets and databases and supporting various reporting requirements
• Proven ability to problem-solve and learn new data technologies, systems, and processes.
