1. Introduction

Habitat for Humanity Zambia (HFHZ) is a locally registered non-governmental organization established in 1984, currently operating in Lusaka, Central, and Copperbelt Provinces. The organization focuses on addressing shelter needs and related services, including water, sanitation, and hygiene (WASH), targeting vulnerable households in marginalized peri-urban communities.

Under the project titled:

“Scaling Up Access to Improved WASH Services through Community-Driven Models in Makululu and Katondo Informal Settlements,”

HFHZ intends to implement infrastructure improvements aimed at enhancing sustainable water access.

2. Project Scope

HFHZ invites bids from qualified interested bidders for:

  • Upgrade of Two (2) Boreholes from hand pump systems to solar-powered submersible pumping systems
  • Supply and Installation of Two (2) 10,000-litre Water Storage Tanks

Project Locations:

  • Maganda Mwamba Market Borehole
  • Road 14 Borehole
  • Makululu Settlement, Kabwe District

3. Scope of Works

The works shall include, but not be limited to:

  1. Removal of existing hand pumps
  2. Supply and installation of solar-powered submersible pumps and associated accessories
  3. Construction of tank stands and installation of 10,000L water storage tanks
  4. Installation of solar panels and related electrical systems
  5. Construction of civil works, including:
  • Water kiosk
  • Bucket platforms
  • Soakaway pit
  • Stand tap apron
  1. Pipe reticulation and plumbing works
  2. Fencing of the tank stand area

All works must comply with HFHZ technical specifications (refer to Annex 1).

4. Implementation Approach

HFHZ promotes a community-driven implementation model, involving:

  • Local authorities (Council)
  • Community members and leadership structures

This approach ensures ownership, sustainability, and capacity development, while maintaining quality standards aligned with donor expectations.

5. Eligibility Criteria

5.1 Mandatory Requirements

Bidders must submit the following:

  • Signed cover letter and financial proposal
  • Valid National Council for Construction (NCC) Certificate (Category B or C)
  • Valid Zambia Public Procurement Authority (ZPPA) Registration Certificate
  • PACRA Registration Certificate
  • Valid Workers’ Compensation Fund Control Board Certificate
  • Valid WARMA Constructor/Engineer License
  • Valid Tax Clearance Certificate
  • Valid Engineering Institution of Zambia (EIZ) / Engineering Registration Board (ERB) License
  • Company profile with physical address
  • Three (3) most recent stamped bank statements (last three months)
  • Detailed Method Statement
  • Project implementation schedule (including Gantt chart)

6. Personnel Requirements

Bidders must demonstrate availability of qualified personnel:

  • Registered Water/Civil Engineer (EIZ/ERB certified)
  • Minimum: Diploma/Degree
  • At least 2 years’ experience
  • (Attach CV, qualifications, and valid membership)
  • Plumber – Minimum 3 years’ experience
  • Solar Electrician – Minimum 3 years’ experience
  • Bricklayer – Minimum 3 years’ experience

(Attach CVs and supporting qualifications for all personnel)

7. Experience

Bidders must provide evidence of similar completed projects, including:

  • Completion certificates
  • Contract award letters
  • Purchase orders

8. Equipment Requirements

Minimum required equipment:

  • Light truck
  • Poker vibrator
  • Pump testing kit (depth meter mandatory)

Proof of ownership or valid lease agreements must be provided.

9. Site Visit

Bidders are strongly encouraged to conduct site visits to familiarize themselves with site conditions.

All costs related to the site visit shall be borne by the bidder.

10. Bid Submission Requirements

All bids must:

  • Be addressed to the Chairperson, Procurement Committee
  • Be submitted in a sealed envelope
  • Include a non-returnable USB flash drive with soft copies of all documents

11. Submission Deadline and Bid Opening

  • Submission Deadline: Tuesday, 12th May 2026 at 10:00 AM
  • Bid Opening: Tuesday, 12th May 2026 at 10:30 AM
  • Venue: HFHZ National Office, Lusaka

All bids must be priced in Zambian Kwacha (ZMW) and include all applicable taxes.

Non-compliant submissions will be disqualified.

12. Contract Award

The successful bidder will receive a formal Contract Agreement for review and signing upon award notification.

13. Project Duration

The project shall be completed within three (3) months from the date of contract signing.
