BACKGROUND
The Ministry of Green Economy and Environment (MGEE) through its Department for Green Economy and Climate is implementing the GEF funded “Building the resilience of local communities in Zambia through the introduction of Ecosystem-based Adaptation (EbA) into priority ecosystems, including wetlands and forests” Project. The overarching goal is to reduce the vulnerability of communities living around wetlands and forests in Zambia to current and predicted effects of climate change, such as drought and flooding. The objective of the project is to strengthen the capacity of government and rural communities living around wetlands and forests to adapt to climate change using EbA.
The project implementation commenced in 2021 with a grant of US$ 6,185,000, and had the Mid Term Review (MTR) conducted in 2025. The MTR recommended for urgent review and integration of EbA approaches on planned policies and plans as well as adoption of policies, plans and Acts that were integrated with EbA approaches and validation of policy briefs developed.
OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to strengthen national and local-level (provincial and district) government staff capacity to plan and implement EbA in wetlands and forests. The National Adaptation Expert will be responsible for:
- Developing a comprehensive National wetland and forest EbA overview booklet for planning and implementing EbA in Zambia;
- Training on application of the technical guidelines developed by the project to national-level planners (Technical Committee on Climate Change) and on planning and implementing EbA, cross-sectoral and local-level planners (provincial and district staff) and communities; and training on application of the framework for assessing cost-effectiveness and criteria for measuring reduction of climate-related losses and valuation of ecosystem goods and services; and
- Facilitating cross-sectoral coordination in wetland and forest management.
RESPONSIBILITIES AND TASKS:
The National Adaptation Expert will undertake the following specific tasks:
- Conduct refresher training at national and sub national level based on the EbA technical guidelines developed for planning and implementing EbA in Zambia;
- Train the Technical Committee on Climate Change and on planning and implementing EbA, cross-sectoral coordination, and mainstreaming into policy processes.
- Provide recommendations on integrating EbA into planning and policy-making processes, with guidance on cross-sectoral coordination to minimize conflict and facilitating effective ecosystem management.
- Develop an EbA Booklet for cross-sectoral coordination and the booklet will be presented to the Council of Ministers on Climate Change and the Climate Change Steering Committee of Permanent Secretaries, and other representatives from sectors involved in the NAP process to promote mainstreaming of EbA.
- Document training outcomes, lessons learned, and best practices from workshop evaluations, producing knowledge products for dissemination
QUALIFICATION CRITERIA
To qualify for issuance of the Request for Technical Proposal, consulting individual should have the following minimum qualifications:
- A minimum of a Master’s degree in Environmental Science, Climate Change Adaptation, Natural Resource Management, Forestry, Wetland Ecology, Development Studies, or a closely related field. A PhD is an added advantage.
- Minimum 8 years of proven, relevant work experience in designing and delivering training on climate change adaptation, Ecosystem-based Adaptation (EbA), or natural resource management, preferably in wetland and forest ecosystems.
- Demonstrate experience in developing technical guidelines, training manuals, or policy briefs for climate adaptation or ecosystem management.
- Demonstrate experience in designing and facilitating participatory training workshops for government planners at national, provincial, and district levels.
- Demonstrate experience in working with cross sectoral stakeholders including environment, agriculture, water, and planning ministries.
- Demonstrate experience in integrating gender equality and social inclusion considerations into training programme (minimum 50% female representation target).
- Knowledge of Zambia’s national climate change policy landscape including the National Adaptation Plan (NAP), NDC, Green Growth Strategy, and disaster management frameworks.
- Excellent verbal and written communication skills in English. Knowledge of at least two local languages spoken in the project sites (e.g., Bemba, Lenje, Bisa, Tonga, Nyanja) is required.
- Strong behavioural competencies including teamwork, knowledge sharing, integrity, relationship building, and the ability to work effectively in diverse cultural settings.
The consultant will be selected in accordance with the Individual Consultant Selection Method (INDV) set out in the Public Procurement Act No.8 of 2020 and the Public Procurement Regulation of 2022
DURATION OF THE CONSULTANCY
The duration of the consultancy is 20 days spread over a period of 6 calendar months.
