Background
The Economic Governance Support Programme (EGSP) is funded by the European Union under the 11th EDF and supports the Government of Zambia in strengthening the business environment, improving investment conditions, enhancing youth employability, and strengthening land governance. The programme is implemented through several Technical Assistance projects and has been operational since May 2024.
Under its Technical Assistance to an Inclusive Regulatory Environment Conducive to Business & Investment Project, one of the components looks to strengthen the capacities of the private sector and its associations to engage with the government in promoting a sounder investment climate. This Project is implemented by DAI Europe.
Objective of the Assignment
To strengthen the institutional capacity of private sector associations to effectively represent their members and engage in structured, evidence-based advocacy and policy dialogue. This includes:
- Assess current capacities, needs, and constraints of selected associations.
- Identify priority areas for capacity strengthening (shared and organisation-specific).
- Design and deliver practical, joint training programmes
- Promote coherent and constructive private sector participation in policy and regulatory processes.
Scope of Work
The Expert will undertake the following key tasks:
Task 1: Consultation and Needs Assessment
Task 2: Training Design and Customisation
Prepare a needs assessment summary and design a practical and participatory modular training programme, covering:
- Institutional strengthening and organisational management
- Member engagement and resource mobilisation
- Policy analysis, advocacy, and stakeholder engagement
- Public-private dialogue facilitation
- Strategic communications, media, and visibility
Task 3: Delivery of Capacity Building Activities
Task 4: Follow-Up and Recommendations
Qualifications and Experience
Required Qualifications
- University degree in economics, public policy, business administration, political economy, or related field.
- 7–10 years of professional experience working with private sector organisations or business associations.
- Proven skills and experience in capacity building, training, and facilitation
- Strong understanding of public–private dialogue and regulatory reform processes.
- Experience in Sub-Saharan Africa is an asset.
