BACKGROUND
The National Assembly Service Commission (NASC) is an independent body established under Article 125 of the Constitution of Zambia (Act No. 2 of 2016). Its mandate is to appoint, discipline, and remove members of the National Assembly Service, and to determine their terms and conditions of service. The NASC is committed to upholding the principles of good governance, transparency, and accountability in its operations.
The National Assembly of Zambia is seeking to recruit a Procurement and Logistics Specialist on a temporary basis to support its procurement and logistics functions. This role is crucial for ensuring the efficient and effective acquisition of goods, services, and works, as well as managing the logistical operations of the institution.
RESPONSIBILITIES
The Procurement and Logistics Specialist will be responsible for a range of duties, including but not limited to:
- Assisting in the development and implementation of procurement strategies and plans.
- Managing the end-to-end procurement process, from needs identification to contract management.
- Preparing tender documents, specifications, and evaluation criteria.
- Coordinating tender evaluation committees and ensuring compliance with procurement regulations.
- Negotiating with suppliers and service providers to obtain the best value for money.
- Managing supplier relationships and performance.
- Overseeing the logistics and delivery of goods and services.
- Maintaining accurate procurement and logistics records.
- Ensuring compliance with all relevant laws, regulations, and policies.
- Providing advice and support to stakeholders on procurement and logistics matters.
QUALIFICATIONS AND EXPERIENCE
- A Bachelor's degree in Procurement and Supply Chain Management, Logistics, Business Administration, or a related field.
- Professional qualification from the Chartered Institute of Purchasing and Supply (CIPS) or equivalent is an added advantage.
- Minimum of three (3) years of relevant experience in procurement and logistics, preferably in the public sector.
- Knowledge of Zambian Public Procurement Act and Regulations.
- Proficiency in Microsoft Office Suite and procurement software.
- Strong analytical, negotiation, and communication skills.
- Ability to work independently and as part of a team.
OTHER DETAILS
This is a temporary position. The successful candidate will be offered a contract for a specified period.
