Request for Expression of Interest consultancy services for Assessment of the viability of Zampalm limited (consulting services - firms selection) at Industrial Development Corporation (IDC)

1.0 BACKGROUND

The Industrial Development Corporation (IDC) is an investment holding company wholly owned by the Government of the Republic of Zambia. In 2017, the Industrial Development Corporation("IDC") acquired 90% stake in Zampalm through a shareholder agreement while 10% was retained by Zambeef. Zampalm Limited "Zampalm" is Zambia's only operational palm plantation established to produce edible oils. The plantation is situated in Kanchibiya district in Muchinga Province and was incorporated in 2009 following Zambeef's acquisition of Zamanita Limited to develop an oil palm plantation and crushing mill in Zambia as a continuation of its strategy of vertical integration.

The Corporation has set aside funds in its 2023 budget and intends to apply part of the funds for consultancy services to assess the viability of Zampalm Limited.

2.0 ASSIGNMENT OBJECTIVE

The objective of the assignment is to assess the viability and sustainability of the Zampalm Plantation located in Kanchibiya District of Muchinga Province, Zambia.

3.0 SCOPE OF WORK

In undertaking this assignment endeavors will be made to ensure compliance with best agronomical and business practice, which among others will require:

1) To assess and analyze various input requirements that assure optimal plantation yields;

2) Evaluate the agronomical practices employed by the Company and assess their effectiveness;

3) To analyze the existing irrigation technique in use and its adequacy;

4) To include assessment of adequacy of the drainage system in use;

5) To assess and establish recommended water requirements for the crop to achieve highest possible yields;

6) To analyze and assess water retention properties of soil, rainfall data and calculate total dynamic head for the project;

4.0 DURATION OF THE ASSIGNMENT

This assignment is expected to be completed within 2 calendar months after signing of Contract.

5.0 INVITATION

IDC now invites interested and eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6.0 ELIGIBILITY CRITERIA

The shortlisting criteria includes:

i. Must be legally registered as a Consultancy Service Provider and must have undertaken assignments relating to business viability assessments which include but are not limited to agri-business enterprises for not less than 5 years.

ii. Been involved, within the last 3 years, in the agri-business consultancy for at least 3 companies, conducted anywhere in the world, of which, at least one should have been for a company in a similar sector as Zampalm Limited.

iii. A list of similar valuation works carried out in the past. The list should be supported by copies of relevant work order/Award letters/Agreements etc. and corresponding completion certificates issued by respective clients.

iv. The key staff responsible for the review must possess relevant professional qualifications with a minimum of a Masters' Degree in a Science discipline, Agriculture Science, Agricultural Economics, Irrigation Water Management, Advanced Agricultural Techniques, Accountancy, Business Administration.

The above required relevant qualifications and experience relates to the qualifications and experience of the firm and should not be based on individual experts or bio data of the firms that express interest as this is not required at this stage.

A Consulting Firm will be selected in accordance with the Quality and Cost Based Selection method (QCBS).
