The Ministry of Green Economy and Environment through the National Designated Authority (NDA) in collaboration with the Green Climate Fund (GCF) has a budgetary provision to conduct a baseline survey consultancy on Climate Change Issues in Zambia. The consultant will undertake a baseline survey on Climate Change Issues in Zambia under the Preparatory and Readiness Program. The Ministry is, therefore, calling for Expression of Interest from qualified individuals to carry out the consultancy.

Goal of the Assignment The overall goal of the consultancy assignment is to provide research findings and information base against which NDA climate change initiatives implementation will be monitored and evaluated to assess progress and effectiveness respectively. The information generated by the baseline will also be the basis for setting programme performance targets and ensuring accountability to stakeholders. Scope of Work The scope of the baseline study consultancy work will involve the following:

(i) Conduct literature review, baseline study planning and design;

(ii) Development of Inception report;

(iii) Plan, Implement and supervise field data collection and data input;

(iv) Conduct data processing, analysis and synthesis;

(v) Prepare Baseline Survey Interim Report;

(vi) Presentation of the Interim Report during stakeholders meetings

(vii) Prepare and submit Baseline Survey Final Report.

Qualification Criteria

The Ministry now invites qualified and experienced consulting Individuals to indicate their interest in undertaking the assignment. To qualify for issuance of the Request for Technical Proposal, consulting individual should have the following minimum qualifications:

• A Minimum of a Master's Degree in project management, economic development, statistics, or another degree relevant to monitoring and evaluation and climate change:
• The consultant should have a minimum of 10 years' experience conducting evaluations and research in Sub-Saharan African countries: The individuals) should have undertaken 3 similar assignments in the last 5 (five years;
• Experience of conducting baseline studies, impact assessments, or other types of programme evaluation or research; Should demonstrate evidence of past relevant assignments and experience in evaluation of climate change projects,
• Research experience in the areas of climate resilience, Climate Change finances, climate change adaption and mitigation;
• Demonstrate research study experience in social and economic sectors and capacity building as they relate in climate change,
• Demonstrate of knowledge of evaluation techniques and participatory research methods

A consultant will be selected in accordance with the Individual Consultant Selection Method as set out in the Zambia Public Procurement Regulations of 2022
