Project Description:

The Field Support Services Project (FSSP) is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation in Tanzania and Zambia.

About the work:

The Result Based Management (RBM) will support the Gender office within the Zambia Police Service (ZPS) in advancing the monitoring, evaluation and reporting of gender equality and mainstreaming issues. This includes the development, review, implementation, audit and evaluation of key gender equality frameworks; and building and strengthening the RBM technical capacity of ZPS leadership to effectively monitor and evaluate gender issues within their directorates. The specialist will support the ZPS in developing monitoring tools and strengthening M&E systems.

Specifically, the role-holder responsibilities include but are not limited to:

  • Provide expert advice to Canada and the Government of Zambia to support the effective monitoring and evaluation of gender equality policies, guidelines, frameworks and programs within the ZPS.
  • Strengthen the Zambia Police Service’s capacity to monitor and evaluate progress on gender equality.
  • Support the design and implementation of monitoring, evaluation, and audit processes related to gender equality programming within the ZPS.
  • Monitor and evaluate gender equality policies, strategies, and ongoing initiatives led by the Government of Zambia and other development partners.

The Tasks for the RBM Technical Specialist include, but are not limited to:

  • In alignment with GAC’s RBM approach to international assistance programming, provide technical support and advice to ZPS and the Government of Zambia on project documents, including workplans, progress reports, project implementation plans, proposals, etc.
  • Support the ZPS-gender office in developing and refining M&E tools and systems.
  • Contribute to ZPS project monitoring and evaluation through both document reviews and project site visits.
  • Provide technical support to ZPSs implementing partners on RBM (theory of change, logic models, performance measurement frameworks, measuring results, etc.), including facilitating workshops for ZPS and development partners to strengthen their M&E systems.
  • Conduct collaborative work planning and data analysis sessions with ZPS and implementing partners and other stakeholders prior to and following field monitoring visits.
  • Develop and maintain collaborative relationships with ZPS leadership, government officials, development partners, civil society organizations, and other key stakeholders.
  • Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
  • Provide technical assistance for effective program and project delivery by supporting areas such as gender-sensitive results-based planning, monitoring, and evaluation.
  • Support preparations for ZPS events and meetings, including briefing materials and coordination with relevant partners.
  • Perform other duties and activities as requested, in support of GAC’s gender equality objectives and cross-cutting priorities in Zambia.

Required Qualifications and Experience

  • Minimum of a bachelor’s degree from a recognized university- Master’s degree is a plus.
  • A minimum of five (5) years of cumulative, full-time, professional work experience in the field of results-based management.
  • Supporting or advising on the implementation of RBM within government, donor-funded projects, or civil society organizations.
  • Familiarity with international standards, instruments and best practices relating to results-based management (e.g. Performance Management, Logic Models, Theories of Change, Indicators, and Data Collection).
  • Feminist approaches to development, intersectionality, and inclusive programming.

In addition to the key qualifications above, the incumbent is also expected to demonstrate skills and competencies below:

  • Ability to liaise effectively with stakeholders such as government officials, development partners, the private sector and civil society.
  • Strong research, analytical and writing skills, and ability to synthesize and present information and advice in a coherent and organized fashion.
  • Strong in-person communication and presentation skills.

Specific required experience in:

  • Supporting or advising on RBM frameworks programming within the Zambia Police service units, government, donor-funded projects, or civil society organizations.
  • Conducting gender analysis, developing gender-sensitive indicators, and integrating gender considerations into policy and program design.
  • Engaging in policy dialogue and coordination platforms focused on gender equality and social inclusion.
  • Familiar with the security dynamics, especially the police bureaucratic nature is a plus.

Deliverables and Milestone

Deliverables to be submitted by the Technical Specialist in English and in accordance with the approved timeline.
