DAI Global Belgium is currently implementing the EU-funded Support to the National Land Audit in Zambia. As part of its mandate, the project aims to improve land administration and management in Zambia. The project focuses on (1) improving the National Spatial Data Infrastructure (NSDI), updating it with information that is publicly available and accessible, and, producing land cover, land use maps, and compiling other thematic maps at the National level, (2) making available and accessible key results of the National Land Audit, (3) test and validate Innovative National Land Audit methodologies, and (4) providing guidance for shaping a full National Land Audit implementation and forming a post audit action plan.

In the context of the fourth component, the project is expected to carry out specific research and provide in-depth analysis for government and support in the resolution of complex land-use and resource conflicts involving agriculture, mining, customary land, and statutory tenure systems.

In this light, the project is seeking an experienced Land and Mineral Rights Expert, a senior professional with strong expertise in land administration, mineral rights, cadastral systems, and conflict mediation, particularly in developing or multi-tenure environments. The role involves providing expertise in land acquisition, mineral rights, and mining policy within Zambia. In Zambia, conflicts between surface and mineral rights arise due to competing interests over the use of land and resources. Responsibilities include analyzing legal frameworks, advising on regulatory compliance, providing technical guidance on land and mineral resource management, and supporting stakeholders in understanding and implementing sustainable practices. The candidate will also engage in capacity-building activities and collaborate with stakeholders to address challenges related to land and resource rights.

The work is expected to be carried out on-site with the expert being based in Lusaka for the duration of the assignment with possibility of travel within Zambia as required. The contract is expected to commence in April 2026 and continue for a period of 6 months up to September 2026 (indicatively).

Responsibilities or duties

  • Analyze land and mineral rights conflicts involving overlapping claims (e.g., mining licenses vs. agriculture, customary vs. statutory land)
  • Review and interpret legal frameworks, land acts, and mining regulations
  • Facilitate stakeholder consultations (government, communities, private sector)
  • Develop conflict resolution strategies and policy recommendations

Qualifications or requirements (e.g., education, skills)

  • Bachelor’s or advanced degree in relevant fields such as Mining Engineering, Environmental Science, or Law
  • Strong knowledge of land acquisition, mineral rights, and mining policies in Southern Africa region
  • Experience in regulatory compliance and legal frameworks in the mining and resource sectors – specific experience in Zambia is an asset but not mandatory
  • Skills in stakeholder engagement and the ability to provide clear technical guidance
  • Proficiency in conducting research and analysis, with excellent problem-solving abilities
  • Experience in capacity building and conducting training programs
