1. Introduction And Background
The Common Market for Eastern and Southern Africa (COMESA) is a regional grouping of 21 African States which have agreed to promote regional integration through trade development, investment promotion and transport facilitation. Applications are invited from suitably qualified citizens of COMESA Member States residing in Zambia to fill the following vacancy position in the Regular Established Structure of COMESA Secretariat.
2. Job Description
Job Title: Senior Finance Assistant (1 POST)
Grade: General Services, Level 9 (GS9)
Salary scale: COMS 10,912-COMS 15,829 per annum
Division: Budget and Finance
Duty Station: Lusaka
REPORTING TO: Finance Officer – Accounting
A. Job Purpose
To undertake accounting activities and safeguard financial resources by adhering to compliance controls.
Ensure reliability of financial reporting to ensure transparency and accountability in the financial operations of the COMESA Secretariat.
B. Main Duties And Accountabilities
Under the direct supervision of the Finance Officer and overall supervision of the Director of Budget and Finance, the incumbent of the post will perform the following duties:
i) Reconciles the Bank account to ensure accounts and payments are correctly matched and processed in compliance with COMESA financial rules and procedures.
ii) Compiles periodic financial reports in order to highlight postings of accounting transactions for the period for approval and certification.
iii) Post assets acquisitions, disposals and depreciation to the General ledger and Fixed Assets Register in order to have a true and accurate record of the fixed assets.
iv) Reconcile the Fixed assets ledger to the Fixed Assets Register and the Physical assets annual count record.
v) Monitor monthly apportionment of prepayments, accruals and receivables to their respective expense and income accounts to ensure correct recognition of expenditure and income.
vi) Compiles a consolidated monthly bank reconciliation and Fund reconciliation statements check and monitoring list and reports on the statements.
vii) Receive and review monthly reports of inter-project dues.
vii)Manages the processing and retirement of imprest to ensure accountability.
ix) Monitors implementation of internal controls in order to ensure that a strong internal environment is created, and audit queries are minimized.
x) Compiles Monthly exceptional report on open purchase orders by Business Unit; and
x) Performs other job-related duties as assigned by the supervisor from time to time.
C. Minimum Academic And Professional Qualifications
i) Bachelor’s degree in accounting
i) Minimum level 2 member of ACCA or CIMA or CPA or an International Accounting Professional Body.
D. Professional Experience
Minimum of three (3) years post qualification experience in a similar position in Public or Private Sector or International organization.
E. Key Technical Skills:
Applies accounting methods and practices to record financial transactions and maintain supporting documentation to ensure accuracy and completeness of financial information and reports in compliance with International Accounting Standards.
ii. Budgeting and Budget Control
Advise budget holders on budgeting and expenditure processes requirements and identifies any actual or potential deviations from budgets and recommends corrective action to the appropriate persons.
iii. Financial Analysis and Reporting
Prepares and analyses financial statements, reviews variance analyses and account reconciliations, and identifies significant items requiring the attention of management.
iv. Financial Risk Management
Identifies, evaluates and reports associated financial risks to the Supervisor.
v. Financial Information Management
Reconciles accounts and ensures financial information is documented in predetermined format and complies with established financial rules and procedures.
F. Competences And Skills:
i) Knowledge in IAS, IFRS, IPSAS. Proficient in the use of computers and accounting software relevant to the job e.g., Sun Systems, SAP or any ERP.
ii) Understands client concems and needs; gives high priority to customer satisfaction in verifying discrepancies and resolving clients’ issues.
3. Working Language Requirement
• Applicants must be fluent in English and/or French and/or Arabic (speaking and writing). A combination of any two (2) or all these languages will be an added advantage.
4. Eligibility For Application
• Applicants must be citizens of a COMESA Member country Residing in Zambia and aged below fifty-five (55) years at the time of submitting the application.
