About the Assignment

The EU‑funded Economic Governance Support Programme (EGSP) is supporting the Ministry of Commerce, Trade and Industry (MCTI) and the Ministry of Green Economy and Environment (MGEE) in establishing robust Monitoring & Evaluation systems aligned with the 8th National Development Plan and international standards. This is implemented through an ongoing Technical Assistance project for an inclusive regulatory environment conducive to business and green investment in Zambia (TABI).

We seek a Senior Monitoring & Evaluation Expert to lead the institutional and conceptual design of these systems.

Key Responsibilities

  • Define the purpose and scope of M&E systems across both ministries.
  • Map governance structures and stakeholders; support establishment of M&E Steering Committees.
  • Develop Theories of Change and comprehensive Results Frameworks.
  • Select indicators, establish baselines, and set performance targets.
  • Assess resource and capacity needs; prepare capacity development plans.
  • Ensure sustainability by embedding M&E into SOPs and proposing long‑term funding approaches.
  • Prepare key deliverables: inception report, indicator matrix, capacity‑building materials, and final M&E blueprint.

Required Qualifications

  • Master’s degree or higher in M&E, Public Policy, Development Studies, or related fields.
  • Minimum 7 years’ professional experience in designing and implementing M&E systems.
  • Experience working with government structures; familiarity with environmental or green‑economy M&E is an asset.
  • Strong analytical, facilitation, and communication skills.
