Position Summary

MCA-Zambia II seeks to appoint a diligent and professional Human Resources and Administration Specialist to support the effective delivery of human resources and administrative services.

The Human Resources and Administration unit provides technical support services in human resources and ensures the integrity of human resources policies, as well as logistics, facilities, and administrative support to MCA-Zambia II. The Specialist, Human Resources and Administration reviews for consistency and conformity services provided by the human resources and administration unit as well as requests by teams across MCA-Zambia II for support. The timely and consistent provision of services, which conform to established procedures, is essential in ensuring the integrity of human resources and administration processes and in promoting effective and efficient services to MCA-Zambia II.

Key Duties and Responsibilities

Policy and Process Support

  • Assist in the development and implementation of human resources policies, procedures, and strategies in alignment with MCA-Zambia II and MCC guidelines, local laws, and international best practices.
  • Examine requirements and requests from across MCA-Zambia II for human resources and administrative support for consistency and conformity with established guidelines and alignment with the correct accounts/budget lines.
  • Advise the Manager, Human Resources and Administration on provision of services, identifying issues which impede delivery, consistency, or conformity, and recommend remedial measures to improve service delivery.
  • Advise MCA-Zambia II managers and staff on guidelines, timelines, and procedures regarding the provision of human resources and administration services to support smooth and sustained operations.

HR and Administrative Service Delivery

  • Execute a range of HR and administrative activities — including recruitment, compensation and benefits administration, logistics, and facilities management — ensuring responsiveness, transparency, and compliance of service.
  • Anticipate operational and systematic issues affecting timely delivery of human resources and administrative services aligned to the execution of projects or delivery of services across the different units/functions within MCA-Zambia II.
  • Identify and coordinate with asset/service providers throughout the different human resources and administrative activities and monitor the delivery of assets/services consistent with agreements.

Recruitment and Staffing

  • Assist the Manager, Human Resources in translating the requirements of the Compact programme into a staffing and recruitment strategy for MCA-Zambia II, including a comprehensive staffing plan, detailed job descriptions, outreach and recruitment approaches, and procedures for evaluating applications and interviewing candidates.
  • Support effective onboarding processes, orientation training, and transitioning of new staff to MCA-Zambia II.

Performance and Development

  • Assist in developing effective processes for objectively and transparently evaluating employee performance.
  • Facilitate employee performance management processes, including goal setting, performance appraisals, and professional development planning.
  • Facilitate team building activities.

Documentation and Reporting

  • Document all human resources and administrative activities and issues to support audit, monitoring, and reporting, and to sustain the different processes/services and strengthen transparency and accountability.

Other Duties

  • Perform other duties as assigned by the Manager, Human Resources and Administration, consistent with the position.

Required Qualifications

Education

  • Bachelor's degree in Human Resources, Business Administration, Office Administration, or a related field.

Experience

  • Minimum of five (5) years of experience in executing human resources functions, delivery of workforce management services and administering other human resources processes, and/or building/facilities management, procurement services, and/or travel and logistics functions.

Knowledge and Skills

  • Basic knowledge of Zambian labour laws and human resources regulations.
  • Ability to follow and apply established human resources and administrative procedures and guidelines.
  • Experience with general human resources and administrative tasks such as recruitment support, record-keeping, and logistics coordination.
  • Good written and verbal communication skills in English.
  • Proficiency in MS Office applications.

Competencies

  • Integrity, confidentiality, and professional conduct.
  • Attention to detail and accuracy in completing assigned tasks.
  • Ability to organise work and meet deadlines.
  • Team player with good interpersonal skills.

Preferred Qualifications

  • Professional certificate in human resources or a related field (e.g., ZIHRM, SHRM, or equivalent).
  • Experience in a donor-funded or public sector environment.
  • Proficiency in a local language.
