Overview

This position is responsible for providing managerial oversight and guidance to the day to day Human Resources activities and tasks, application/interpretation of HR policies and procedures, and coaching/ mentoring staff members as well as to oversee the HR Management System
Reporting Structure
Reporting To: Agency Director
Supervision Of: Human Resource Department

Job Description
• Coordinates with Department Heads on analyzing, planning and plotting the job description using the standard format for a short term or long-term employment for new positions or replacement
• Continuously build up talents bank to ensure that future and unforeseen vacancies have ready pool of candidates
• Prepare and issues employment contracts/appointments
• Coordinate the conduct of performance planning, monitoring and evaluation cycle of all staff with consultation of department managers and Agency Director
• Provide/clarifies and disseminates guidelines set in annual performance planning and evaluation to all employees with direct reports
• Consolidate, reviews and analyzes all performance ratings and provides summary and recommendations to Agency Director to ensure that appropriate action is taken based on the results of performance evaluation and the learning and development of each staff
• Document and implements all the personnel actions such as salary increase, promotion, reassignment, training, etc. in consultation with Managers and Agency Director
• Conduct capacity assessment for each department and staff and formulates learning and development approaches to level up the competency of staff and be able to meet organizational goals and objectives
• Assist in outsourcing training to providers that will best meet the development needs of staff
• Develop HR plan for staff development in conjunction with the organisations Priorities and staff development needs
• Design a learning report for staff who attends training with cost to ensure application of learning points and transfer of knowledge
• Ensure compliance with all relevant laws, local and national, etc. in implementing HR policies and practices
• Facilitate the review, processing and release of benefits appropriately due to staff in coordination with Finance
• Provide recommendation based on reviews and analysis of benefits to staff
• Develop, reviews and/or revises policies on working conditions of staff, performance management, equal opportunities, disciplinary procedures, timekeeping, attendance, etc.

Candidate Specification
Experience: 5 years plus
Education Level: Degree
Qualifications: Must be a graduate of B.S. in Psychology, Human Resources or related qualification with of experience in a similar capacity, preferably in an international NGO.
Software: Proficient in MS Office Suite (Word, Excel, PowerPoint, Access)
Equipment: Job related
Knowledge Of: Principles, practices and standards of human resource administration, auditing, reporting, budgeting, compliance
Skills To: Strong analytical skills
Ability To: Handle day to day work challenges confidently; willing and able to adjust to multiple demands, shifting priorities, ambiguity and rapid change; shows resilience in the face of constraints, frustrations or adversity
Other Requirements: Balances team and individual responsibilities; exhibits objectivity and openness to others’ views; gives and welcomes feedback; contributes to building a positive team spirit; puts success of team above own interests; able to build morale
