1.0 Background

Kwacha Pension Trust Fund (KPTF) is a single employer defined benefit pension fund and is regulated by the Pensions and Insurance Authority (PIA).

KPTF owns and manages five (5) properties and conducts annual property valuations of its real estate portfolio.

The Fund now invites Valuers to provide quotations for the VALUATION OF THE KWACHA PENSION TRUST FUND REAL ESTATE PORTFOLIO as at 31 December 2022.

2.0 Scope of Work

a) Conduct the valuation of the Fund’s Real Estate Investment Portfolio in accordance with the International Property Valuation Standards. The Fund’s Real Estate Investment Portfolio comprises the following properties:

b) Undertake an assessment of the rental value chargeable on the Fund’s Real Estate Properties in line with the current market environment;

c) Provide the Fund with professional advice on how best to maximize returns on the Fund’s Real Estate Portfolio; and

d) Present a valuation report supported by appropriate documentation setting out the underlying methodology, process and evidence used to produce the valuation.

e) The reports should have the following values:

i. Market Value;

ii. Rental Value, and

iii. Reinstatement/Insurance Value.

f) The successful bidder shall provide three signed original reports for each property, setting out the process, results, limitations, qualification of the valuer, valuation certificate, summary data, etc.

4.0 EVALUATION CRITERIA

The Fund now invites eligible Firms to indicate their interest in valuing the Fund’s Investment Property.

Interested Valuers must provide the Expression of Interest indicating that they are qualified to perform the services.

Other documentation/ information to be provided will include:

4.1Preliminary Evaluation

a) Certificate of Incorporation/ registration for the Firm;

b) PACRA Form II;

c) Valid Tax Clearance Certificate for 2022;

d) Written Power of Attorney and signature specimen of the authorised Person.

e) Company profile describing the core business and requisite experience of the Firm/Consultant;

f) Copies of IDs of Shareholders/Directors/Partners and

e) Bid validity period of at least 90 days from the date of quotation;

4.2 Technical Evaluation

a) Firm Experience

i) Proof of relevant experience to undertake the assignment i.e. Five (5) years or more;

ii) Provide details of recent assignments undertaken in the last three years, with proof in form of copies of purchase orders and details of key contact persons;

iii) Three recent reference letters (last two years) from at least three reputable institutions that the Firm/ Consultant has rendered similar services to;

iv) A draft work plan detailing the duration required to undertake the assignment;

v) Valid certificate of Registration with the Valuation Surveyors registration Board (VSRB) and

vi) Valid certificate of registration from Surveyors Institute of Zambia (SIZ).

b) Team Composition – Provide copies of qualifications and membership certificates and CV’s for all personnel to be involved in the subject project.

i) Team Leader – Holder of a BSc Land Economy/Real Estate and/or equivalent with a minimum of five (5) years in property valuation. Must be registered with the Valuation Surveyors Registration Board (VSRB) and must be a member of the Surveyor Institute of Zambia (SIZ).

ii) Assistants – Must have a BSc Land Economy/Real Estate and/or Equivalent with two (2) years working experience. Must be members of the Surveyor Institute of Zambia (SIZ).

4.3. Commercial Evaluation

The quotations should clearly indicate the following:

a) The bid price shall be quoted in Zambian Kwacha (ZMW) with details of the price per property;

b) The Fee must be VAT inclusive;

c) Confirmation of KPFT payment terms of thirty (30) days after receipt of invoice and

d) The prices quoted should be firm and not subject to revision.

Submission Procedure

4.4. Timelines

a) Submission of initial draft report: 9th January 2023 and

b) Submission of the final report    : 23rd January 2023.

The bids in sealed envelopes clearly marked “Tender for the Provision of Property Valuation Services – KWACHA PENSION TRUST FUND (KPTF) REAL ESTATE PORTFOLIO” should be delivered at the Kwacha Pension Trust Fund Head Office situated at the address indicated below.
