Copper Rose Zambia (CRZ) is the largest youth-led and youth-focused organisation working towards the empowerment of youth and women in Zambia. The organisation exists to create a conducive environment for young people to thrive in all aspects of their lives. It envisions a world in which every young person is happy, healthy, and living to their full potential.

The organisation uses a holistic approach that includes reaching out to in-school and out-of-school youths, including young women, focusing on individual behaviour change as well as systematic change in policy and practise towards a more supportive environment for youth- led and women’s development. CRZ works to create a network of young leaders, supporting them to progress in their careers and be champions of youth- led development.


The following Terms of Reference (ToR) set out below, state the working arrangements for the consultant being hired by Copper Rose Zambia (CRZ) for the review and updating of its Human Resources (HR) policies. It outlines vital information about the mode of the consultancy, such as its purpose, terms and duration, responsibilities, level of required support needed for the consultancy, and general provisions governing the position.


The Human Resources Policy Review Consultant will work with senior management  and will be responsible for reviewing and updating CRZ’s existing HR policies to ensure they are current, comprehensive, and aligned with best practices. Additionally, the consultant will create standard operating procedures (SOPs), employee handbooks, and managers’ handbooks to facilitate the effective implementation and understanding of these policies.


The services to be provided under the assignment include but are not limited to:

  • Review and assess the existing HR policies of CRZ.
  • Identify gaps, outdated policies, and areas requiring enhancement or new policy development.
  • Engage with CRZ leadership and HR staff to understand the organisation’s specific HR needs and challenges.
  • Develop a comprehensive and updated HR policy document
  • Create detailed SOPs for HR processes and procedures.
  • Develop employee and managers’ handbooks that align with the updated HR policies.
  • Provide recommendations for the implementation of the updated HR policies and SOPs.
  • Conduct capacity building for HR staff on the new policies and procedures.

The maximum period of the contract will be 10 – 15 consultancy days in the period 24th June – 31st July, 2024.

Qualifications/ Selection Criteria

The assignment will be undertaken by an individual Consultant who meets the following criteria:

  • Bachelor’s degree in Human Resources, Business Administration, or related fields. A Master’s degree or HR certification would be an advantage.
  • 5+ years of relevant work experience in human resources policy development and review.
  • Proven experience in developing SOPs, employee handbooks, and management guides.
  • Comprehensive knowledge of HR best practices and labour laws of Zambia.
  • Strong writing, editing, and language skills, with an ability to convey complex policies in a concise, clear, and direct style.
  • Strong organisational and interpersonal skills, ability to meet deadlines and manage multiple tasks effectively and efficiently
  • Experience working with NGOs or international development agencies would be an asset.
  • Working knowledge of relevant computer software such as MS Office.
