Background

In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant position:

ASSISTANT ACCOUNTANT – STAFF DEBTORS AND INSURANCE, SALARY GRADE ZRA06.1 POSITION: FINANCE & TREASURY FUNCTION

A. PURPOSE

Reporting to the Accountant – Staff Debtors and Insurance, the jobholder will handle all insurance business of the Authority, assess risks to property and advise appropriate steps to manage the risks, timely and diligently process payments to staff members, reconcile staff debtors’ accounts, deal with discrepancies, complaints and problems arising, and process payment of medical bills as received from hospitals and clinics through Human Resource.

B. MAIN DUTIES/ACCOUNTABILITIES

  • Assess and budget for risk exposure for the year.
  • Assess risks to ZRA property and liabilities that the organisation may face.
  • Align ZRA insurance policy with current market trends.
  • Ensure that all assets and insurable liabilities are adequately covered.
  • Carry out claims inspections on damaged assets.
  • Report all incidents and accidents within 48 hours of receipt of notice involving an event or occurrence.
  • Assist the Transport Section to document claims within 30 days from the date of occurrence of an event.
  • Follow up all pending claims on a weekly basis.
  • Submit travel insurance declarations to the insurance company as and when employees are travelling outside the country.
  • Process insurance premium payments to insurers.
  • Process payments to staff members, ensuring that correct payments are done timely.
  • Reconcile staff medical accounts to ensure that the accounts are in correct balances, and effect correct, timely and authorised adjustments.
  • Submit staff medical accounts to payroll on a monthly basis.
  • Process medical payments to all medical suppliers on a timely basis.
  • Reconcile all medical supplier accounts and request for supplier statements on a monthly basis.
  • Circulate to all medical suppliers at least once a quarter in order to have correct account balances.
  • Make follow up with Human Resource on all medical bills not submitted for payment.
  • Prepare monthly and ad-hoc reports as required by management for decision making.

C. MINIMUM REQUIREMENTS

  • Full Grade 12 Certificate or equivalent;
  • Degree majoring in Accounting and Finance, or any equivalent professional qualification such as CA Zambia, ACCA or CIMA;
  • Certificate in Insurance;
  • Minimum of two (2) years post-qualifying experience; and
  • Member of the Insurance Institute of Zambia or the Zambia Institute of Chartered Accountants (ZICA).

D. OTHER SKILLS AND ATTRIBUTES

  • High level of integrity.
  • Strong interpersonal skills.
  • Self-oriented and able to work with minimum supervision.
  • Strong analytical and numeracy skills.
  • Computer skills including Word, Excel, SAP, and Access.
  • Ability to beat deadlines and work under pressure.
  • Emphasis on efficiency and effectiveness.
