Program Overview
As part of CHAI Zambia’s support to the HIV treatment program, CHAI has taken up a Technical Assistance (TA) partner role to the Ministry of Health to support effective implementation of advanced HIV disease (AHD) interventions. The AHD support will incorporate market shaping, supply chain, and overall health system support for improved AHD patient outcomes.
Zambia market insights
CHAI will provide technical support to the MOH to address the following priority intervention areas articulated below
- Scale up the HIV Access program, with a focus on AHD commodities, with the aim of improving performance and efficiency in AHD service delivery.
- Technical Assistance to facilitate the rollout of advanced HIV disease diagnostic and treatment commodities in close collaboration with MOH.
- Support the creation of efficiencies in the AHD commodity supply chain, working in close collaboration with other countries in the region to improve visibility for supplier and global partners.
- Support Improved AHD service delivery ensuring that the AHD guidelines are rolled out nationally and implemented effectively, including the piloting of differentiated delivery models for AHD commodities
- Refine and deploy digital stock of AHD commodities in collaboration with other stakeholders.
Position Overview
CHAI seeks an experienced, strategic, and highly motivated Associate to support the implementation of Zambia’s HIV Access program, with a focus on optimizing advanced HIV disease, strengthening supply chains, enhancing service delivery of advanced HIV disease products, including integrating of HIV programming into general health system delivery. The incumbent will support national AHD guidelines optimization, improving commodity supply chain systems, supporting the introduction and set up of new initiatives critical to improved health systems delivery.
Programme Strategy, Planning, and Management
- Support planning, budgeting, and implementation of AHD-related activities under the CHAI-MOH technical assistance grant, in line with the approved workplan and results framework.
- Track progress against grant milestones and indicators, flag deviations early, and support adaptive management responses.
- Contribute to development and revision of country-level workplans, budgets, and reporting timelines in coordination with MoH.
AHD Commodity Forecasting, Quantification and Supply Chain Strengthening
- Support the Ministry of Health and ZAMMSA in conducting quantification of HIV commodities, including development of supply plans.
- Support sentinel site monitoring, including root cause analysis of stock outs and documentation of distribution bottlenecks, in coordination with MoH and ZAMMSA.
Financing and Advocacy
- Support the MOH in quantifying AHD commodity financing gaps by product and funding source, to inform implementation planning.
- Contribute to advocacy materials and stakeholder engagement aimed at securing explicit line-item financing for AHD commodities within national and donor budgets.
Strategic Analysis and Technical Leadership
- Monitor developments in the AHD and broader HIV/AIDS landscape, synthesize emerging evidence and guidance (e.g., WHO AHD package updates), and identify implications for national programming.
- Provide technical input on national AHD guidelines, diagnostic and treatment algorithms, and differentiated service delivery models.
HIV Prevention Product Introduction and Scale-up
- Support the introduction, scale-up, and uptake of optimal HIV prevention products and emerging interventions through evidence-based implementation strategies, stakeholder engagement, and performance monitoring.
Stakeholder Engagement and Partnership Management
- Collaborate with the Ministry of Health, ZAMMSA, donors, and implementing partners to support coordinated implementation of AHD supply chain priorities.
- Represent CHAI in AHD TWG meetings, PSM coordination forums, and related technical working groups.
Monitoring, Evaluation, Learning, and Knowledge Management (MEL)
- Support data collection, quality assurance, and analysis for grant indicators, including sentinel site consumption and stock data.
- Document lessons learned and best practices for internal use and for dissemination through TWGs, and other regional/global platforms.
Resource Mobilization and Business Development
- Participate in proposal development, programme design, donor engagement, and resource mobilization for new and follow-on funding opportunities, including the development of technical narratives, work plans, budgets, and monitoring and evaluation frameworks.
- Bachelor’s degree in pharmacy, health supply chain management or related field
- Master’s degree in the above fields will be an added advantage.
- A minimum of 5+ years of experience in a relevant field (e.g HIV/AIDS commodity management, Advanced HIV Disease interventions, and health system strengthening) in the public or private sector with increasing responsibilities
- Strong technical understanding of HIV treatment and national health systems
- Demonstrated experience working with government stakeholders and complex multi-stakeholder environments.
- Exceptional analytical, project management, communication, and presentation skills.
- Ability to manage multiple priorities and thrive in fast-paced settings.
- Experience working in the health sector is an added advantage.
