QUALIFICATIONS AND EXPERIENCE

Minimum Required Qualifications and Experience:

  • Ordinary level (GCSE)/ Grade Twelve
  • Diploma in Clinical Medicine
  • ART Management Training, Paediatric treatment and care
  • HIV Counselling, ART adherence
  • Fully paid-up member of HPCZ
  • 3 years working experience
  • Experience working in ART management facility and Primary Health Care and community-based health programming for HIV.
  • Trained in advanced ART Management
  • Trained in eMTCT and EID services
  • Trained in HIV Counselling, testing and ART Adherence
  • Trained in HIV Paediatric treatment, support, and care services.
  • Experience working in ART management at facility and Community levels respectively, with broad understanding of the collaborative aspect of community vs Facility leverages
  • Trained in PHC and ART health care systems and community-based health programming for HIV
  • Training certificate in Cervical Cancer screening and management
  • Member of Health Professions Council of Zambia (HPCZ)

Desirable Qualifications and Experience:

  • Degree in Clinical Medicine.
  • 4 years’ experience as a Clinical Officer General in a Community health/Hospital setting
  • Health care service delivery background
  • Prior experience working in HIV Management/Control
  • Knowledge of various ART related Documentation such as TPT DSD Models, SVS, MMSD, PEP, PREP etc
  • Understanding of health facility screening tools, registers, clients’ files and other necessary health documents
  • Understanding of Lab baselines and investigations such as VL cascade etc

TECHNICAL AND BEHAVIOURAL COMPETENCIES

  • Customer Orientation
  • Good Interpersonal skills
  • Good time management skills and ability to determine priorities
  • Counselling skills
  • Professional Ethics

KEY PERFORMANCE AREAS

  • Implement targeted, high yield testing strategies such as index testing of sexual networks, HIV self-testing in men and AGYW with confirmation and linkage to care, and optimized PITC, to ensure that 95 percent of PLHIV across all age and sex bands know their HIV status.
  • Initiate 95 percent of those who newly test positive through rapid initiation protocols at the facility and in the community. Rapid initiation will reduce the number of people lost between testing and initiation and reduce the need to bring people who know their status but are not on treatment back into care.
  • 95 percent of those initiated to care should be virally suppressed. To monitor VL suppression rates, scale up VL testing services, including increasing testing capacity, demand creation, specimen transport, and result utilization.
  • 100% Clinical care in line with vital signs of all clients reviewed at facility level
  • Make NACS available to 90 percent of those eligible to improve the nutrition of ART patients, thereby improving adherence, retention and VL suppression.
  • Provide age-band targeted prevention measures. Implementation of PrEP among high risk vulnerable and priority populations such as sex workers and adolescents and young adults. Provide Cervical Cancer screening to all the eligible women in the facilities.
  • Implement differentiated service delivery (DSD) models to improve adherence, retention, and ultimately viral suppression. DSD will be expanded to all PLHIV across the HIV cascade, with a specific focus on persons such as adolescents and men that have been more challenging to link and retain in care.
  • Conduct quality control projects and improvement every month to improve quality care to clients.
  • Ensure data quality control quantitative through timely input of data and submission of reports such as the facility daily report feedback and submission of facility summary reports on respective organisation platforms requiring your monitoring and reporting input.
