A) DEVELOPMENT OF RISK MANAGEMENT POLICY
The Young Women’s Christian Association (YWCA) Zambia is a Christian, Membership, Non-partisan, Non-Governmental Organization (NGO) dedicated to the empowerment of the community especially women, youth and children . YWCA is one of the oldest women’s organizations and since its inception in 1957, YWCA has continued to stand at the fore front of social change and tackling gender injustices such as gender-based violence, including child marriage and sexual reproductive health rights violations. It is operational in 9 provinces.
YWCA invites qualified and experienced consultants to submit proposals for the provision of consultancy services to develop a comprehensive Risk Management Policy that aligns with international best practices and Zambia applicable regulatory frameworks.
1. Objectives of the Assignment
The primary objective of this consultancy is to:
- Develop a Risk Management Policy tailored to YWCA s operational context.
- Establish clear procedures for risk identification, assessment, mitigation, and monitoring.
- Build organizational capacity in risk management through training sessions for staff on risk management practices and knowledge transfer.
2. Scope of Work
The consultant will be expected to:
- Conduct a situational analysis and risk assessment of YWCA operations.
- Review existing policies, procedures, and frameworks relevant to risk management.
- Draft a Risk Management Policy that:
- Defines risk categories and risk appetite.
- Outlines roles and responsibilities for risk management.
- Provides mechanisms for monitoring, reporting, and continuous improvement.
- Deliver training sessions for staff on the application of the policy.
- Submit a final Risk Management Policy document and implementation guidelines.
- Conduct stakeholder consultations, including staff, management, and key partners, to inform the policy revision process.
3. Deliverables
The consultant will provide:
- Inception Report detailing methodology, work plan, and timelines.
- Draft Risk Management Policy for review and feedback.
- Training Materials and Sessions for staff capacity building.
- Implementation Framework with monitoring and evaluation tools.
4. Duration of Assignment
The consultancy is expected to be completed within 20 days from the date of contract signing.
5. Required Qualifications
- Degree in Risk Management, Business Administration, Accountancy Governance, or related field.
- Advanced degree s in the above fields will be an added advantage.
- Minimum of 7 years’ experience in risk management and policy development.
- Demonstrated knowledge of international standards i.e. ISO 31000 and local regulatory frameworks.
- Strong analytical, facilitation, and communication skills.
- Proven track record of similar assignments with reputable organizations.
7. Reporting and Supervision
The consultant will report to the Executive Directorand will work in close collaboration with designated staff and stakeholders.
8. Proposal Submission
Interested consultants should submit:
- Technical proposal outlining approach, methodology, and work plan.
- Financial proposal with detailed cost breakdown.
- Curriculum Vitae of the consultant(s).
- Evidence of similar assignments undertaken.

Background information
The organization seeks a clear, legally compliant, practical workplace policy to prevent and address harassment, discrimination and forced/child labor or modern slavery, human Trafficking across its operations and supply chain. The policy must reflect applicable national laws, relevant international standards (e.g., ILO Conventions, UN Guiding Principles on Business and Human Rights, ILO/UN declarations on forced labor/child labor), and good practice.

Develop a comprehensive Anti‑Harassment, Discrimination & Slavery Workplace Policy and associated guidance and tools to enable implementation, reporting, investigation and remediation.

The Young Women’s Christian Association (YWCA) invites qualified and experienced consultants to submit proposals for the provision of consultancy services to review and update its Safeguarding Policy. The objective of this assignment is to develop a comprehensive, robust, and contextually relevant safeguarding policy that aligns with international best practices and applicable regulatory frameworks in Zambia.
1. Objectives of the Assignment
The primary objectives of this consultancy are to:
- Conduct a comprehensive review of the existing safeguarding policy and related procedures.
- Identify gaps and areas for improvement in line with current safeguarding standards and legal requirements.
- Develop an updated safeguarding policy that is inclusive, gender-sensitive, and responsive to the needs of children, young people, and vulnerable adults.
- Strengthen institutional mechanisms for the prevention of, and response to, safeguarding concerns including abuse, exploitation, and harassment.

- Develop a revised safeguarding policy, including clear procedures, reporting pathways, and accountability mechanisms.
- Integrate cross-cutting issues such as gender equality, disability inclusion, and child protection.
- Develop practical tools and guidelines to support policy implementation (e.g., reporting templates, codes of conduct, risk assessment tools).
- Facilitate validation meeting members of staff and key stakeholders.
- Provide capacity-building sessions to staff on the updated safeguarding policy and its application.
