Right to Care Zambia (RTCZ) has been at the forefront of public health innovation since our incorporation in 2016, providing high impact Technical Assistance and Direct Service Delivery in partnership with the Ministry of Health. ABOUT THE POSITION

QUALIFICATIONS AND EXPERIENCE

Minimum Required Qualifications and Experience:

  • Degree in relevant fields (GIS / Geography / Geoinformatics /public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering)
  • At least five (6) years of relevant work experience in database design and management. Relational Database Management experience in the past.
  • At least 5 years of experience implementing SI activities in Zambia.
  • Experience working with Microsoft Access for data management. Ability to write SQL queries and validate query results.
  • Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, R.
  • Experience working with GIS software like ArcGIS, QGIS In-depth knowledge of at least one high-level programming language such as C-Sharp, Java, Python etc, Knowledge of mobile application development Experience with Social Network Analysis and Visualization tools for Computer Scientists Cloud Database management experience Data warehouse or Data analytics preferred.
  • Experience in ESRI, GIS systems development, data analytics and report writing within an NGO environment.
  • Demonstrated experience across the full data management lifecycle — collection design, cleaning, validation, storage, and dissemination — with proven ability to maintain data integrity across multiple programme databases.
  • Experience managing health commodity or supply chain datasets from platforms such as eLMIS, DHIS2, or WMS, including anomaly detection and producing actionable management reports.

Desirable Qualifications and Experience:

  • Master`s Degree in relevant fields (GIS / Geography / Geoinformatics /public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering)
  • Minimum of 6 years’ work experience with at least 4-year experience in managing HIV/AIDS-related data, including database design and rollout, data analysis and visualization using specialized data visualization software.
  • Familiarity with Zambian health supply chain systems (eLMIS, WMS, QAT) and experience supporting data harmonisation across logistics and clinical platforms.
  • Experience working with MOH and PEPFAR data management and reporting platforms.

TECHNICAL AND BEHAVIOURAL COMPETENCIES

  • Knowledge of best practices in data visualization and business intelligence (BI) - Strong understanding of BI features and capabilities and how that is implemented for business solutions preferred.
  • Experience with software development methodology and release processes, Excellent knowledge of software, application design and architecture; Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc);
  • Knowledge of donor reporting systems and DHIS2 Should be self-driven with strong analytical, organizational and project management skills.
  • Good knowledge and understanding of the Zambian HIV AIDS response and its Health Management Information Systems
  • Ability to rollout, conduct training, navigate, and troubleshoot SmartCare.

KEY PERFORMANCE AREAS

  • Support the Design, implementation, and maintenance of project databases to meet user requirements and project data needs (Including weekly, monthly, and quarterly reports automation)
  • Maintain/build relational database schemas, tables, views, data dictionaries, and stored procedures as required by various program areas.
  • Update and maintain spatial data.
  • Maintain GIS data collection systems and tools.
  • Digitize maps and sketches into ESRI GIS.
  • Conduct data collection by using the Global Positioning System (GPS).
  • Collect secondary data from satellite imagery, reports, and maps.
  • Manage database access, security, integrity, and backup procedures.
  • Design and maintain database administration procedures and manuals.
  • Coordinate programming tasks which support software application and database systems including coding, code documentation, unit testing, debugging, writing queries
  • Independently analyze, solve, and correct issues in real time, providing problem resolution end-to-end.
  • Provide GIS technical support to RTCZ’s M&E dept, to improve GIS project implementations and geographic information technology innovation development.
  • Mine data from primary and secondary data sources; including from dhis2, GIS data sets, etc.
  • Support the development of the integration of information systems with existing MoH national health management information systems, and the electronic health records management system (SmartCare)
  • Support and monitor optimum functionality and automation of the data from the project data management system into the DATIM Platform
  • Devise plans to roll out information systems in cost effective manner, and ensuring adoption of information systems at lower levels through well-structured training and mentorship methods
  • Support the rollout of the national EHR to ensure 100% coverage and use for patients’ management and monitoring.
  • Support data quality assessments on program databases and provide ongoing support to Project and partner staff in data management and monitoring and evaluation.
  • Design, Improve and expand the project data collection and reporting tools to support the project adherence to the donor reporting requirement.
  • Coordinate and ensure timely submission of routine and ad hoc data requests, internal and external reports; closely monitor activity performance against set targets, identifying programming bottlenecks to success
  • Support the timely submission of valid and accurate of quarterly results to the Donor through DATIM
  • Provide ongoing end-user support and assistance to various stakeholders across the organization regarding the design and implementation of GIS systems for data capture, storage, and use for relevant to program deliverables/outputs.
  • Participate as an active member of the GIS team in conducting various GIS projects as directed.
  • Facilitate local level participatory mapping of disease burden by health facilities, communities, and community health workers.
  • Build the capacity of project staff in the use of the project Data Management system.
  • Train, capacitate, and strengthen community health partners in GIS data collection.
  • Lead efforts to improve data use at all levels, through development of dashboards, developing insightful data visualization to inform service delivery and activity programming.
  • Support integration and data quality of supply chain systems (eLMIS, WMS, QAT, DTT/ePOD) and produce timely performance dashboards to inform commodity management at national, provincial, and hub level.
  • Support the project teams with pre-defined and customized indicators performance dashboard to support performance gaps identification and tailored improvement plans.
