Project summary

The Centre for Infectious Disease Research in Zambia (CIDRZ) and Development Aid from People to People in Zambia (DAPP Zambia) have partnered to form a consortium to support the Zambia Defense Force Medical Services (DFMS) to reach sustainable control of the HIV epidemic through the lens of strategic global policies and targets.

The program goal is to support the Zambian Defense Force (ZDF) to reach sustainable control of the HIV epidemic in the military by building the technical capacity of the DFMS health systems to implement a person-centered HIV prevention, care and treatment program aligned with national guidelines and PEPFAR’s Vision 2025. The objectives include;

Increasing coverage of comprehensive and client-centered PMTCT and HIV prevention, diagnosis, care, and treatment services in communities and health facilities to reach and maintain 95-95-95 in focus Network.

Increasing utilization of community and facility-based quality, person-centered, integrated HIV services.

Increasing capacities of the defense force medical secretariat (DFMS) to gradually transition Direct Service Delivery (DSD) of quality integrated health services and sustain services beyond activity implementation.

Job summary

Reports to Facility in charge administratively and Provincial M&E Coordinator by function. The incumbent will support collation and entry of patient data into electronic data collection tools in DoD supported sites.

Responsibilities

  • Enter all patient interaction data in an accurate and timely manner from all service points as guided by SOPs and associated relevant documentation.
  • Have a good understanding of all data being collected and associated performance indicators for each program area.
  • Ensure accurate and complete data is submitted on time.
  • Respond to all routine and ad-hoc data queries and verifications promptly.
  • Provide weekly and monthly data collection reports, highlighting challenges and success
  • Adhere strictly to data confidentiality.
  • With the help of the Monitoring and Evaluation Officer, develop weekly and monthly data collection schedules.
  • Assist clinical staff in ensuring all registers are available and up to date; participating in the compilation, generation, validation & verification of HIA2 at the facility and ensuring there is consistent reporting across all facility reports.
  • Be collaborative with facility staff ensuring facility performance and targets are shared with facility in charge and displayed at visible locations within facility.
  • Provide reports as requested by DFMS.
  • Assist in the improvement of all data collection tools by providing feedback for improvements and new feature inclusions.
  • Train and Mentor facility staff and DFZ Data personnel where appropriate on definition of all performance monitoring indicators and SmartCare pro.
  • Participate in the presentation of data to various internal and external stakeholders
  • Train staff in SmartCare Pro/DHIS2 data collection and entry procedures and common errors/problems within the clinic and at other sites as requested
  • Conduct regular data cleanup in DHIS2 and SmartCare Pro and maintain inventory of assigned IT equipment in the facilities.
  • Provide onsite M&E and technical support for all data management processes at the facility.
  • Participate in facility planning, data review meetings, and coordination efforts with M&E coordinators and facility leadership.
  • Provide data and M&E support to facility staff, program teams, and CIDRZ/DFMS staff.
  • Uphold strict data confidentiality and adhere to all data safety procedures

Minimum Qualifications Required

  • Grade 12 Certificate
  • Minimum Diploma in Computer Studies, M&E, Social Sciences or related fields
  • Experience in an M&E team working on PEPFAR MER indicators will be an added advantage

Skills Required

  • Experience in data quality management
  • Good understanding of SmartCare and Health Management Information System (HMIS)will be an added advantage.
  • Good analytical skills
  • Skilled in District Health Information System (DHIS) and SmartCare
  • Excellent skills in excel.
  • Excellent analytical and problem-solving skills
