Job Purpose
The Environmental Specialist’s role is to support the effective implementation of environmental risk management aspects of the project and ensure the impact of activities is minimized in accordance with national and World Bank Environmental and Social Framework (ESF).
The Responsibilities/Accountabilities of the Environmental Specialist includes, but not limited to, the following
The Environmental Specialist will report to the Project Manager.
- Conduct environmental assessments of project activities to identify potential environmental risks and impacts, including screening of sub-project activities;
- Prepare Environmental and Social Management Plans (ESMPs) and ensure their implementation throughout the project lifecycle;Job fairs and events
- Ensure compliance with national environmental laws and international best practices;
- Lead the implementation of the environmental dimensions of the Environmental and Social Commitment Plan (ESCP) including coordination with the Social Specialist to manage environmental risks across all project activities;
- Ensure that project activities are aligned with the national environmental policy and regulatory frameworks and the Environmental and Social Management Framework (ESMF) prepared for the Project;
- Contribute to the environmental risk management sections of the Annual Work Plan and Budget (AWPB);
- Develop and manage specific plans such as the Environmental and Social Impact Assessments (ESIAS), Environmental and Social Management Plans (ESMPs), Environmental Social Management Plans (C-ESMPs) and Health and Safety Management Plans (HSMPs) for sub-project activities as needed;
- Monitor environmental performance and ensure that recommended mitigation measures are effectively implemented;
- Provide technical input on pollution prevention, waste management, biodiversity conservation, and climate change adaptation;
- Engage with local communities, government authorities and relevant stakeholders to ensure environmental concerns are addressed;
- Conduct regular site visits to monitor compliance;
- Conduct regular site visits and prepare periodic reports as per the ESCP on the environmental performance of the project;
- Develop, organize and deliver, programs and workshops on environmental management, and occupational health and safety requirements; and
- Any other duties assigned by the project manager.
Qualifications and Experience
- Grade Twelve (12) Certificate;
- Bachelor’s degree with five years post experience in Environmental Science or Environmental Engineering or environmental management or a related area, from a recognized University preferably in development or donor-funded Projects; Masters Degree in any of the above will be an added advantage;
- Experience in successfully applying environmental and social standards to both high and low risk projects, with minimal supervision;
- Minimum of 3 years working in the Zambian context and demonstrated understanding of Zambian environmental and socially related laws and regulations
- Knowledge of the World Bank environmental and social standards;
- Demonstrated experience working with donor/cooperating partners’ supported projects;
- Proven experience in conducting ESIAS and preparing ESMPS and other relevant management plans; and
- Good knowledge of use of computer environmental management software packages and tools (e.g, GIS).
