1. Introduction

The Care Cooperative Savings and Credit Society Limited (CareCoop) is a legally registered Cooperative in Zambia and came into being in 1995. The CareCoop is governed by the Cooperatives Societies Act of 1998. The organization has experienced phenomenal growth in the last few years and now seeks to contract debt recovery services on a retainer basis.

2. Scope of Services

The selected debt recovery firm will be responsible for:

• Recovering delinquent loans and credit facilities from CareCoop members in line with best practice and CareCoop’s Debt Recovery Policy.
• Managing accounts across different delinquency stages (early arrears, late arrears, charged-off).
• Conducting skip tracing and litigation support where necessary.
• Ensuring compliance with the Banking and Financial Services Act, the Credit Reporting Act (2018), and consumer protection laws.
• Providing transparent reporting, including recovery rates, member engagement outcomes, and compliance audits.

3. Proposal Requirements

Firms must include:

• Company profile, licensing, and proof of registration with relevant Zambian authorities.
• Description of collection strategies, technology platforms, and data protection measures.
• Demonstrated experience working with financial institutions or cooperatives in Zambia.
• Fee structure (commission, contingency)- expressed as monthly retainer.
• References from at least three Zambian clients.

4. Evaluation Criteria

Proposals will be assessed based on:

• Compliance with Zambian financial regulations.
• Proven track record of recovery rates.
• Cost-effectiveness and transparency of pricing.
• Technological capabilities (e.g., reporting dashboards, secure data handling).
• Sensitivity to CareCoop’s member-focused approach.
