1. Legal & Registration Requirements (Mandatory)

The agency must provide:

• Certificate of Incorporation / Business Registration

2. Compliance & Regulatory Requirements

Must comply with:

• Local debt collection laws
• Consumer protection regulations

3. Experience & Industry Capability

Minimum Requirements:

• 2–5 years in:
• Debt collection (tele and/or field)
• Microfinance, PAYGO, or asset financing
• Proven experience in:
• PayGo solar
• Rural collections
• Last-mile customer engagement

4. Proven Performance Track Record

Evidence of:

• Historical collection rates
• Portfolio handled (size and type)
• Client references
• Case studies or reports

• Evidence of Portfolio handled (size and type)
• Evidence of Client references
