China Civil Engineering Construction Corporation (CCECC) invites applications from suitably qualified and experienced candidates for the position of Health, Safety & Environment (HSE) Officer.
Responsibilities or duties
The successful candidate will be responsible for:
- Developing, implementing, and maintaining Health, Safety, and Environmental (HSE) management systems for bridge and other construction projects.
- Ensuring compliance with Zambian occupational health, safety, and environmental legislation, as well as CCECC HSE policies, procedures, and standards.
- Conducting hazard identification, risk assessments, and regular site safety inspections.
- Preparing, reviewing, and submitting HSE reports, records, and other project documentation.
- Establishing, implementing, and continuously improving HSE procedures, policies, and management systems.
- Conducting safety inductions, toolbox talks, awareness campaigns, and HSE training for employees and subcontractors.
- Investigating accidents, incidents, and near misses, and recommending appropriate corrective and preventive actions.
- Monitoring environmental protection measures and ensuring compliance with environmental management plans.
- Promoting a strong safety culture across all project activities.
- Coordinating emergency preparedness and response activities.
- Working closely with project management, engineers, supervisors, subcontractors, and relevant regulatory authorities to ensure effective HSE performance.
Qualifications or requirements (e.g., education, skills)
Applicants must possess:
- A Bachelor's Degree or higher in one of the following disciplines:
- Environmental Engineering
- Safety Engineering
- Civil Engineering
- Occupational Health and Safety
- Environmental Science or another closely related field
Experience needed
- Minimum of 3 years' relevant experience in Health, Safety, and Environmental management within the construction or civil engineering industry. Experience on bridge or major infrastructure projects will be an added advantage.
- Sound knowledge of Zambian occupational health, safety, and environmental legislation.
- Professional HSE certification
- Demonstrated experience in conducting risk assessments, safety inspections, incident investigations, and environmental compliance monitoring.
- Excellent report writing, communication, interpersonal, and presentation skills.
- Proficiency in Microsoft Office applications.
- Ability to work independently and collaboratively within a multidisciplinary project environment.
