Background
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant position:
HUMAN RESOURCE BUSINESS PARTNER, SALARY GRADE ZRA04 (1 POSITIONS)
A. PURPOSE
Reporting directly to the Assistant Director, the job holders will be responsible for managing the full employee lifecycle and contributing to an exceptional employee experience in Revenue Collection.
B. MAIN DUTIES/ACCOUNTABILITIES
- Implement strategic HR initiatives to foster a high-performance culture within designated functions;
- Ensure that all HR activities and duties are conducted in full compliance with relevant regulations and standards;
- Provide monthly and ad-hoc reports on key HR metrics;
- Ensure that all learning and development needs are communicated promptly to the Training and Development Unit;
- Providing support to line managers in handling various human resource matters, ensuring effective management and resolutions;
- Training staff in the use of HR systems and processes to ensure adoption and compliance;
- Participating in compiling and analyzing feedback from exit interviews to identify trends and areas for improvement in retention strategies and organizational culture;
- Participate in developing and implementing action plans based on insights in Engagement Surveys and address areas identified for improvement;
- Actively guide and support the implementation of end-to-end performance management process;
- Support and undertake job analysis in order to keep job profiles current and equitably remunerated;
- Undertake workload analysis in order to determine staffing levels and recommend appropriate action;
- Coordinate and support human resource activities in Business Units in liaison with HR lead officer to fulfil the staffing needs of the business units;
- Develop and implement innovative HR solutions for workforce planning and talent management; and
- Managing the end-to-end on-boarding process and off-boarding to ensure organisation assets protection and smooth transition.
C. MINIMUM REQUIREMENTS
- Grade 12 School Certificate or General Certificate of Education with at least five (5) Credits including English;
- University degree in any of the following: Public Administration, Human Resource Management, Industrial Psychology, Organisation Development, or Business Administration with a bias in Human Resource Management;
- Minimum of five (5) years relevant post-qualifying University degree work experience in Human Resource with at least two (2) years in HR Business Partner or middle management role;
- Must have strong knowledge of Labor Laws and compliance requirements;
- Must be a paid-up Full Member of Zambia Institute of Human Resource Management (ZIHRM);
- Master’s Degree in any of the following: Human Resource Management, Business Administration, Public Administration or Business-related programs.

- High level of integrity and professionalism
- Strong problem-solving skills
- Strong communication skills (written and oral)
- Strong analytical skills
- Proficient in HRIS and Microsoft Office Suite
