In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant position:

HUMAN RESOURCE MANAGER – RESOURCING, SALARY GRADE ZRA04 (1 POSITION) HUMAN RESOURCE FUNCTION

A. PURPOSE

Reporting to the Assistant Director – Resourcing & Development, the job holder will be responsible for leading the implementation of the Authority’s resourcing strategies, policies and workforce planning initiatives to ensure the timely acquisition, deployment and retention of competent talent.

B. MAIN DUTIES/ACCOUNTABILITIES

Lead workforce planning by analysing current and future staffing requirements, monitoring establishment utilisation, conducting workforce reconciliations and recommending appropriate staffing interventions.

Manage and continuously improve end-to-end recruitment and selection processes to ensure they are efficient, transparent, merit-based and compliant with the Authority’s Resourcing Policy, applicable legislation and principles of good corporate governance.

Provide professional advice and guidance to Line Managers, Selection Panels and Management on workforce planning, recruitment, assessment methodologies, interviewing techniques and policy interpretation.

Coordinate internal and external recruitment campaigns and implement sourcing strategies that attract and retain high-quality talent.

Develop and maintain talent pipelines to support current and future organisational staffing requirements.

Oversee competency-based assessments, aptitude tests, assessment centres and structured interviews to ensure objective and reliable selection decisions.

Oversee the preparation and management of recruitment documentation, records and correspondence to ensure accuracy, confidentiality, compliance with the Authority’s Resourcing Policy and timely service delivery.

Lead the implementation, optimisation and effective utilisation of recruitment technologies and automated recruitment systems to enhance efficiency, reporting and candidate experience.

Analyse workforce and recruitment data, prepare management reports and provide evidence-based recommendations to support strategic decision-making.

Conduct research and benchmark talent acquisition practices to identify opportunities for innovation, continuous improvement and adoption of best practices.

Coordinate the development, review and maintenance of role profiles and job descriptions to ensure alignment with organisational requirements.

Coordinate job evaluation exercises for new and existing positions to ensure equitable job grading and alignment with the Authority’s remuneration framework.

Promote fair, transparent, ethical and inclusive recruitment practices that uphold equal employment opportunity principles and enhance the Authority’s reputation as an employer of choice.

Identify, assess and manage risks relating to resourcing activities and implement appropriate mitigation measures in accordance with the Authority’s Enterprise Risk Management Framework.

Build and maintain productive relationships with internal and external stakeholders to deliver responsive, high-quality and value-adding resourcing services.

Supervise, coach and develop staff within the Resourcing Unit, monitor performance against agreed objectives and foster a culture of accountability, continuous improvement and service excellence.

Prepare periodic management reports on workforce planning, recruitment performance and resourcing activities to facilitate informed decision-making.

Perform any other related duties as may be assigned by Management.

C. MINIMUM REQUIREMENTS

Grade 12 School Certificate or General Certificate of Education with at least five (5) Credits including English.

University degree in any of the following: Public Administration, Human Resource Management, Industrial Psychology, Business Administration with a bias in Human Resource Management, or a related Social Science.

Minimum of five (5) years’ post-qualifying University degree work experience in Human Resource Management, out of which at least three (3) years should be in recruitment, talent acquisition, workforce planning, preferably in a large and complex organisation.

Valid 2026 Full Member of the Zambia Institute of Human Resource Management (ZIHRM).

Professional certification or formal training in HR Analytics, AI, Talent Acquisition, Competency-Based Interviewing or Assessment centres methodologies will be an added advantage; and

A Master’s Degree in Human Resource Management, Business Administration or a related field will be an added advantage.
