The Provincial Internal Audit Coordinator leads the execution of risk-based audits across provincial operations, ensuring effective governance and compliance in public resource management. This role combines financial, operational, and IT audit expertise with leadership responsibilities to strengthen internal controls and risk management frameworks.
Key Responsibilities
1. Audit Execution & Oversight
- Conduct compliance audits of provincial offices against:
- Public Finance Act
- GRZ Treasury Instructions
- Institutional policies
- Perform IT system audits (data integrity, access controls, system vulnerabilities)
- Lead special investigations into fraud/misuse of resources
2. Risk Management
- Implement annual risk assessments for provincial operations
- Monitor audit recommendation implementation (tracker system)
- Develop risk mitigation strategies for high-impact areas
3. Reporting & Advisory
- Prepare quarterly audit reports for Provincial Administration
- Present findings to Audit Committee (minute secretariat functions)
- Advise departments on control improvements
4. Quality Assurance
- Implement IIA Standards in all audits
- Conduct peer reviews of audit working papers
- Maintain electronic audit working papers (TeamMate or similar)
Required Competencies
Technical Skills
- Audit methodologies: Risk-based auditing, sampling techniques
- IT Audit Tools: ACL, IDEA, or similar data analytics
- Fraud Detection: Forensic accounting techniques
Leadership Attributes
- Diplomatic when handling sensitive findings
- Decisive in control deficiency reporting
- Innovative in audit approach
Qualifications & Experience
Mandatory
- Grade 12 Certificate
- BAcc/ACCA/CIMA (ZAQA-validated)
- 3+ years audit experience (public sector preferred)
- Active ZICA Membership (2025)
- Zambian citizenship
Preferred
- Certification in CIA/CFE
- Experience with TeamMate Audit Software
- Knowledge of COBIT framework for IT audits
Work Conditions
✔ 50% travel to district offices
✔ Sensitive work environment requiring discretion
✔ Strict deadlines for audit cycles
