This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in UN Development Business (UNDB online); on the African Development Bank’s Internet Website (afdb.org) and the COMESA Secretariat Website (www.comesa.int) on 10th March 2025.
The COMESA Secretariat has received financing from the African Development Bank toward the cost of the Capacity Building for Gender and Infrastructure Statistics in Transition States – Phase 1 and intends to apply part of the agreed amount for this grant to payments under the contract for an International Transport Statistics Expert.
Objective of the Assignment.
The objectives of the assignment are to:
- Ensure IIS transport modules, templates, and workflows meet project requirements. Validate the list of transport sector indicators.
- Undertake training of national transport focal points and country focal points on the data collection templates new Infrastructure Information System.
- Supervise the surveys on collection of transport infrastructure data from all transition states under the project.
- Using the online Infrastructure Information System, perform quality control on the data collected, in collaboration with each Country Focal Person, during the data collection period.
- Draft the Transport Infrastructure Factsheet for the participating countries in the project using the IIS reporting features.
- Advise the Gender Expert on the production of gender mainstream transport reports for the six selected TSF countries.
- Participate in dissemination programs on transport statistics derived from the TSF data collection surveys.
Scope of the Assignment.
Under your supervision, ensure that the transport focal point undertakes the following tasks:
- Verify the IIS Readiness
- Review and confirm that all Transport templates embedded in the IIS are fully aligned with the AIKP Handbook
- Participating actively in on-the-job training on manuals and templates developed for the field data collection.
- Validate definitions, classifications, variable descriptions, units of measurement, and reference periods.
- Ensure that validation rules and automated consistency checks programmed into the IIS reflect AIKP methodological standards.
- Conduct capacity‑building sessions on Transport Statistics
- Collecting transport infrastructure country performance data using the online IIS.
- Oversee real‑time data submissions via IIS dashboards.
- Performing quality control on data collected.
- Briefing the COMESA Project Implementation Unit (PIU), on a regular basis, on the progress made in the assignment.
