Responsibilities or duties
- Provides advice and guidance on legal issues arising from the administration of the postal, ICT and ECT Acts and where necessary recommends changes.
- Provides advice and guidance to the Authority considering action against licensees for non- compliance with license conditions.
- Reviews and recommends changes to terms and conditions of licenses and legislation in light of best practices.
- Attends to enforcement of licence conditions by prosecution, recovery of fines and other means sanctioned by the law.
- Undertakes litigation on all matters relating to or arising out of disputes between the Authority and licensees or prospective licensees.
- Represents the Authority in court and/or other tribunals or administrative bodies in proceedings where the Authority is a party or has interest.
- Prepares memoranda on judicial and legislative pronouncements affecting the Authority’s mandate/operations for circulation to officials dealing with such matters.
- Provides timely and accurate legal advise to the Authority on various legal issues affecting the Authority including advising the Authority on any relevant court decisions.
- Keeps abreast with legal developments and trends at international and national level to identify trends that may affect current legislation or laws
- Represent the Authority at the Ministry of Justice Internal Legislative Committee meetings .
Qualifications or requirements (e.g., education, skills)
a) General Education:
Full Grade 12 School Certificate
b) Qualifications :
- Bachelor’s degree in Law
- Law Practicing Certificate
- Membership of the Law Association of Zambia
Experience needed
c) Relevant Pre-Job Experience:
3 Years’ post qualification experience in legal practice
