LEGAL OFFICER — LEGAL DEPARTMENT

Reporting to: Manager — Legal

JOB PURPOSE

To support ZSIC-GI within the provisions of the Act and the enforcement of the Employer and other stakeholders’ rights and obligations; propose changes to the law that provide for better implementation of the ZSIC-GI mandate.

KEY RESPONSIBILITIES

1. Legal

  • Analyses, drafts legislation and government policy and liaises with internal management on strategy and substance of submissions and commentaries.
  • Analyses breaches of the ZSIC-GI Act and provides legal advice on remedial actions.
  • Monitors and analyses legislative changes and advises management on their legal impact to keep stakeholders informed.
  • Conducts legal research and prepares opinions on statutes, regulations and case law affecting the Corporation.
  • Assists in monitoring changes in legislation and regulations and supports their timely implementation.
  • Contributes to the development and enforcement of compliance frameworks, policies and procedures.

2. Coordination

  • Conducts and coordinates prosecutions and/or civil legal actions against defaulting employers to enforce the ZSIC-GI Act and related agreements.
  • Coordinates initiatives that enhance stakeholder compliance with the ZSIC-GI Act.
  • Participates in sensitising members of the public and employers on the provisions of the ZSIC-GI Act.
  • Provides input into the development of systems, policies, processes and procedures.

3. Litigation and Dispute Resolution

  • Prepares pleadings, witness statements and case files for matters involving the Corporation.
  • Represents the Corporation in subordinate courts and liaises with external counsel on complex litigation.
  • Assists in negotiations, mediations and arbitrations to resolve disputes efficiently.
  • Maintains a litigation database and prepares periodic case status reports.

4. Contract and Legal Documentation

  • Drafts and interprets contracts, agreements and other legal documents.
  • Ensures contracts are legally sound and reflect the Corporation’s interests.
  • Maintains proper records of contracts and legal documents.

5. Risk Management & Corporate Governance

  • Identifies legal risks in business operations and transactions and proposes mitigation measures.
  • Supports the strengthening of governance practices in line with regulatory expectations.
  • Assists in preparing reports on legal and compliance risks for management.

6. Reporting & Stakeholder Engagement

  • Liaises with regulators, external counsel, clients and other stakeholders on legal matters.
  • Promotes awareness of compliance requirements across business units.

QUALIFICATIONS / CERTIFICATIONS

  • Grade 12 Certificate with 5 O-Levels including Mathematics and English.
  • Bachelor of Laws (LLB).
  • Practising Certificate.
  • Advocate of the High Court of Zambia.
  • Minimum of 4 years of experience.
  • Experience in insurance, financial services or corporate law will be an added advantage.

KEY TECHNICAL SKILLS & COMPETENCIES

  • Knowledge of Zambian corporate, insurance, labour and commercial law.
  • Strong skills in legal drafting, research and interpretation.
  • Ability to analyse and apply laws and regulations to business operations.
  • High integrity, confidentiality and ethical standards.
  • Good communication, negotiation and problem-solving skills.
  • Ability to work under minimal supervision and meet deadlines.
