The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.
ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Manager – Management Information Systems (MIS)
Salary Grade: ZSA03/L
A. Job Purpose
To provide technical leadership in the development, administration, optimization, and security of ZamStats' databases, data pipelines, data engineering workflows, and statistical information systems. The role ensures the performance, reliability, availability, and integrity of the Agency's data infrastructure through effective database administration, ETL/ELT processes, data modelling, metadata management, SDMX implementation, backup and recovery, and systems integration. The Manager supports the production of high-quality official statistics and drives digital transformation across the National Statistical System (NSS).
B. Key Responsibilities
1. Database Administration and Data Engineering
- Lead the design, implementation, administration, and optimization of databases supporting statistical production.
- Develop and maintain automated ETL/ELT data pipelines for statistical workflows.
- Design and implement data models that support efficient data storage, integration, and reporting.
- Improve data handling efficiency through modern data engineering practices.
- Monitor and optimize database and system performance.
2. Data Governance and Quality Management
- Ensure data consistency, integrity, and quality across statistical systems.
- Promote interoperability among statistical information systems.
- Improve metadata governance and enhance data discoverability.
- Strengthen implementation of Statistical Data and Metadata eXchange (SDMX) standards.
- Promote sound data management practices across the Agency.
3. Information Security and Business Continuity
- Protect databases and data assets against unauthorized access, breaches, and data loss.
- Implement and maintain database security controls and user access management.
- Oversee backup, disaster recovery, and business continuity mechanisms.
- Ensure system integrity, availability, and recovery readiness.
4. Statistical Systems Development and Support
- Support the development and maintenance of census and survey information systems.
- Provide technical support to departments on statistical information systems.
- Resolve database and system issues promptly to minimize downtime.
- Improve turnaround times for statistical data processing and dissemination.
5. Innovation and Digital Transformation
- Promote adoption of emerging technologies in database management and data engineering.
- Support implementation of the Agency's digital transformation roadmap.
- Recommend innovative solutions to improve operational efficiency.
6. Documentation, Capacity Building and Leadership
- Ensure comprehensive and up-to-date technical documentation.
- Build staff capacity in database administration, data engineering tools, and best practices.
- Strengthen change management and knowledge continuity.
- Manage section performance, staff development, and achievement of operational targets.
C. Required Academic and Professional Qualifications
- Grade Twelve (12) School Certificate.
- Bachelor's Degree in Computer Science, Information Systems, Software Engineering, Data Engineering, or a related ICT field.
- Master's Degree in a relevant field will be an added advantage.
- Membership with the Information and Communications Technology Association of Zambia (ICTAZ).
D. Required Minimum Experience
- At least eight (8) years of relevant ICT experience in Statistical Information Systems development.
- At least four (4) years' experience in database administration, data engineering, systems development, or a related technical leadership role.
E. Required Knowledge
The job holder should possess knowledge of:
- Software Development Life Cycle (SDLC) and Systems Acquisition Life Cycle.
- Database Management Systems (SQL and NoSQL).
- Database administration, performance tuning, and optimization.
- Data modelling and ETL/ELT pipeline development.
- Statistical information systems and management of large datasets.
- SDMX standards and metadata management.
- Cloud computing platforms and virtualization technologies.
- Cybersecurity principles and system hardening.
- Backup, disaster recovery, and business continuity planning.
- Scripting languages such as Python, Bash, and PowerShell.
