The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.

ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Manager – Procurement and Supplies

Salary Grade: ZSA03/L
Positions: 1

A. Job Purpose

To manage the procurement and supply of goods, services, and works in order to facilitate the smooth operations of the Agency.

The Manager is responsible for planning, managing, and overseeing the procurement function to ensure the timely, cost-effective, and compliant acquisition of goods, services, and works required by the Agency. The role ensures value for money, effective supplier performance management, procurement risk mitigation, and compliance with organizational policies and applicable Zambian procurement laws and regulations.

B. Key Responsibilities

Procurement Strategy and Planning

  • Develop and implement procurement strategies aligned with the Agency’s strategic objectives.
  • Prepare and manage annual procurement plans and budgets.
  • Monitor procurement market trends and recommend strategic sourcing initiatives.
  • Identify opportunities for cost reduction, efficiency gains, and continuous process improvement.

Procurement Operations

  • Manage the procurement of goods, services, and works to ensure their timely availability.
  • Oversee the end-to-end procurement process, including requisitions, quotations, tenders, bid evaluations, purchase orders, and contract awards.
  • Prepare and review bidding documents to ensure accuracy, completeness, and compliance.
  • Ensure transparent, competitive, and fair procurement practices throughout the procurement cycle.

Contract and Supplier Management

  • Source, evaluate, and select qualified suppliers.
  • Negotiate contracts, pricing, delivery schedules, and service-level agreements (SLAs).
  • Ensure contracts are effectively administered, monitored, and renewed where necessary.
  • Develop and maintain strong supplier relationships and conduct regular supplier performance reviews.

Governance, Compliance, and Risk Management

  • Coordinate and provide secretariat services to the Procurement Committee to facilitate effective procurement decision-making.
  • Ensure compliance with organizational procurement policies and relevant Zambian procurement legislation and regulations.
  • Maintain accurate procurement records and audit trails.
  • Identify procurement risks and implement appropriate mitigation measures.
  • Promote ethical procurement practices and professional standards within the procurement function.

Reporting and Performance Management

  • Prepare monthly, quarterly, and annual procurement reports.
  • Analyse procurement expenditure, supplier performance, and procurement performance indicators to support informed decision-making.

C. Minimum Qualifications and Experience

  • Grade 12 School Certificate or equivalent with five (5) O-Level passes.
  • Bachelor's Degree in Procurement and Supply Chain Management, Chartered Institute of Purchasing and Supply (CIPS) Level 6, or a related field.
  • Master's Degree in a relevant field will be an added advantage.
  • Must be a registered member of the Zambia Institute of Purchasing and Supply (ZIPS).
  • Minimum of eight (8) years' relevant work experience, including at least three (3) years in a management or supervisory role within public procurement.

D. Desired Knowledge

  • Strategic sourcing and procurement planning

  • Public procurement laws and regulations in Zambia
  • Procurement budgeting and contract management
  • Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle, Microsoft Dynamics)
