The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.
ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Manager – Training and Development
Salary Grade: ZSA03/L
Positions: 1
A. Job Purpose
To coordinate the development and implementation of capacity-building and professional development programmes in order to enhance skills, competencies, and performance within the Agency and the National Statistical System (NSS).
The Manager is responsible for the design, delivery, and continuous improvement of the National Statistical Office’s (NSO) institutional training programme. The role ensures that staff at all levels—from temporary field enumerators to senior technical officers—possess the statistical, technical, and operational competencies required to produce credible official statistics.
The position leads training needs analysis, curriculum development, and the standardized delivery of large-scale field training for census and survey operations, while building sustainable internal training capacity and promoting a learning culture across the institution.
B. Key Responsibilities
Strategic Learning and Development
- Establish an enterprise Learning and Development (L&D) Strategy aligned with the Agency’s transformation agenda and competency framework.
- Develop and implement the Agency’s training policy for statistics-related training to ensure consistency across the National Statistical System (NSS).
- Design and implement the National Statistical Office’s annual and multi-year institutional training programmes covering technical, statistical, operational, and professional competencies.
- Develop and maintain the institutional learning and competency framework, including defined career development pathways.
Training Planning and Delivery
- Coordinate regular Training Needs Assessments (TNAs) to identify competency gaps and recommend appropriate interventions.
- Develop structured training curricula, modules, manuals, and learning materials based on identified training needs.
- Prepare and implement annual training plans to ensure coordinated capacity building.
- Oversee the planning and delivery of recurring professional development programmes for staff across all departments.
- Ensure training programmes remain responsive to emerging methodologies, technologies, and international statistical standards.
Census and Survey Capacity Building
- Lead the planning and delivery of large-scale training for enumerators, supervisors, and district coordinators before census and survey field operations.
- Standardize training delivery across all regions to ensure consistency in nationwide data collection.
- Oversee competency testing and certification of trainees before field deployment.
- Ensure the timely development and implementation of standardized training materials across the NSS.
Learning Quality Assurance and Evaluation
- Establish mechanisms for evaluating training effectiveness, including post-training assessments and certification.
- Conduct periodic monitoring and evaluation of training programmes and recommend appropriate improvements.
- Build and maintain an internal trainer pool and mentorship programme to promote sustainable learning and reduce training costs.
- Provide ongoing mentorship and support to internal trainers to maintain quality and consistency.
Partnerships and Stakeholder Engagement
- Establish and manage partnerships with universities, regional statistical training centres, external training providers, development partners, NSS institutions, and other relevant organizations.
- Support the establishment or strengthening of a Statistical Training Institute or equivalent internal training structure.
- Coordinate staff nominations and participation in international and regional training programmes, fellowships, and study tours.
Management and Administration
- Develop and implement individual and sectional work plans to monitor and evaluate performance.
- Manage human, financial, and other resources within the section to achieve departmental objectives.
- Prepare regular reports on training activities, outcomes, and budget utilization for Senior Management.
C. Minimum Qualifications and Experience
- Grade 12 School Certificate or equivalent with five (5) O-Level passes.
- Bachelor's Degree in Human Resource Management, Education, Organizational Development, Business Administration, Public Administration, or a related field.
- Master's Degree in a relevant field will be an added advantage.
- Must be a registered member of the Zambia Institute of Human Resource Management (ZIHRM).
- Minimum of eight (8) years' relevant work experience, including at least three (3) years in:
- Learning and Development;
- Organizational Development;
- Delivery of competency-based training programmes; and
- Training evaluation.
