Purpose of the Role
The MEAL Officer/Consultant is responsible for planning, implementing, and overseeing Monitoring, Evaluation, Accountability, and Learning (MEAL) activities to ensure the effective performance, quality, and impact of the project. The position ensures that data collection, analysis, and reporting processes are systematic, timely, and aligned with both donor and CELIM requirements.
Key Responsibilities
Monitoring and Data Management
- Plan and conduct monitoring activities to ensure the effective implementation and progress of project interventions.
- Collect, validate, and analyze data related to project activities, outputs, and outcomes.
- Utilize monitoring tools such as indicators, reports, and databases to track performance and results.
- Ensure accuracy, timeliness, and consistency of data and reporting for internal use and for donors.
Evaluation and Learning
- Design and carry out project evaluations in the sectors of Food Security, Nutrition, WASH, and Protection (including impact, mid-term, and final evaluations).
- Collaborate with project teams and partners to ensure evaluations are timely, relevant, and of high quality.
- Analyze evaluation findings and develop actionable recommendations to improve future programming.
- Document and disseminate good practices and lessons learned to promote organizational learning.
Accountability
- Manage community feedback and complaint mechanisms to ensure responsiveness and transparency.
- Promote beneficiary participation in project design, implementation, and evaluation phases.
- Support the integration of accountability and learning principles in all project activities.
Coordination and Reporting
- Develop and update the project MEAL framework and tools in line with donor and CELIM standards.
- Support field partners and implementing organizations in monitoring and reporting processes.
- Prepare quarterly MEAL reports, success stories, and lessons learned.
- Conduct regular field monitoring visits to project areas (e.g., Southern, Central, and Western Provinces).
- Support project evaluations and donor reporting processes.
- Organize and facilitate AIMZambia Steering Committee meetings, including preparation of agendas, documentation, minutes, and follow-up on agreed actions in coordination with project partners.
Reporting Line
The MEAL Officer/Consultant reports to the Project Managerand works in close collaboration with partner organizations and field teams.
QUALIFICATIONS/EXPERIENCE
- At least 3 years of experience in M&E for development projects, including, field surveys, data collection, analysis, and reporting and development of an M&E system.
- Familiarity with donor-funded projects.
- Working knowledge of digital data collection and data management systems.
- Experience working in a non-governmental organization (NGO) preferred.
- Self-guided, strong organizational and planning skills.
- Ability to work independently and under pressure.
- Ability to manage interpersonal relations and work effectively with others, to establish and maintain good working relations in a multicultural, multiethnic environment while showing sensitivity and respect for diversity.
- Outstanding written and oral communication skills in English; fluency in a local language.
EDUCATION
- Professional Certificates such as
- Bachelor’s degree in social sciences, education, development studies, or a related field.
- Proven experience in quantitative and qualitative data collection and analysis.
