The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.
ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Monitoring and Evaluation Officer
Salary Grade: ZSA06/I
Positions: 1
A. Job Purpose
To monitor the implementation of strategic and annual work plans, track institutional and programme performance indicators, support the evaluation of statistical programmes, surveys, and censuses, and assess institutional performance against established targets.
The role also involves preparing performance reports that inform management decisions and fulfil reporting obligations to stakeholders.
B. Key Responsibilities
Monitoring Frameworks and Systems Development
- Develop monitoring and evaluation (M&E) frameworks to support implementation of the NSDS and annual work programmes.
- Develop and maintain M&E tools, systems, and reporting frameworks.
- Support the review and improvement of performance measurement systems.
Programme Monitoring
- Monitor implementation of strategic plans, annual work plans, programmes, and projects.
- Track progress against Key Performance Indicators (KPIs) and organizational targets.
- Identify gaps and recommend appropriate corrective actions and interventions.
Data Collection and Analysis
- Collect, compile, analyze, and validate performance data from departments and programmes.
- Maintain M&E databases and reporting systems.
- Generate evidence and lessons learned to support planning and decision-making.
Evaluation and Reporting
- Conduct programme and project evaluations and document findings and lessons learned.
- Prepare periodic monitoring, evaluation, and performance reports.
- Support Results-Based Management (RBM) and performance reporting initiatives.
Technical Support and Coordination
- Provide technical support to departments on RBM and performance reporting.
- Support development and review of performance measurement frameworks.
- Liaise with stakeholders on monitoring and evaluation matters.
C. Minimum Qualifications and Experience
- Grade 12 School Certificate or equivalent with five (5) O-Level passes.
- Bachelor’s Degree in Social Science or Statistics.
- Master’s Degree in a relevant field or a Diploma in Monitoring and Evaluation will be an added advantage.
- Relevant experience in Monitoring and Evaluation will be an added advantage.
