BACKGROUND
EMASSOCIATES LIMITED is mobilising a team of experts to respond to the African Development Bank (AfDB) funded Road Infrastructure Improvement Programme. The 4-year programme aims to improve regional interconnectivity, reduce transport costs, and enhance socio-economic development.
We are seeking a Monitoring & Evaluation (M&E) / ICT Specialist to lead the design, development, and implementation of a digital M&E system. This role is critical for ensuring that all project data is accurately captured, analyzed, and utilized for decision-making.
- Lead the development of a functional, automated M&E system based on the project's M&E Framework.
- Specify appropriate hardware and software requirements and ensure system interoperability with other government systems.
- Design digital forms, workflows, dashboards, and databases for data collection and reporting.
- Integrate GIS, mobile data collection tools, and reporting modules.
- Develop user-friendly front-end training manuals and basic back-end troubleshooting manuals.
- Train the Project Implementation Unit (PIU) and Ministry staff on the operation of the M&E system.
- Oversee data quality assurance, storage, and analysis, ensuring reliable and accurate data throughout the project lifecycle.
- Strong knowledge of M&E concepts, frameworks, and results-based measurement.
- Proficiency in statistical software (SPSS, etc.) and data analysis.
- Excellent technical writing and presentation skills in English.
- Knowledge of the local Siswati language is an added advantage.
- Bachelor’s Degree in Sociology, Social Sciences, Development Studies, Economics, Statistics, Mathematics, Project Planning and Management, or an equivalent field.
- Minimum of 10 years of relevant experience, with at least 8 years in M&E design and implementation at the programme level.
- Demonstrated experience in creating and managing performance monitoring plans and leveraging data for project management improvements.
- Proven expertise in designing and field-testing surveys and other data collection instruments.
- Experience in developing digital M&E systems, including database design, dashboard creation, and mobile data collection.
- Experience in impact evaluation on road projects and in Sub-Saharan Africa is an added advantage.
- Must be a registered member of a recognized professional body.
