The North Western Provincial Health Office, under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is seeking eligible and qualified applicants for the positions listed below, to be employed on a ten (10) month contract, renewable subject to satisfactory performance and availability of funds.

Responsibilities or duties

Case Identification

• Coordinates effectively the implementation of paediatric and adolescent case identification and index testing programs across supported health facilities in order to facilitate early diagnosis and improved clinical outcomes.
• Provides technical support to health facilities in the adoption of innovative case-finding strategies including provider-initiated testing and counselling (PITC) for children and adolescents.
• Reviews and monitors case identification data to identify gaps and recommend corrective actions in order to improve yield and coverage.

Treatment

• Coordinates effectively the implementation of paediatric and adolescent ART initiation and treatment optimisation programs in accordance with national and WHO guidelines in order to improve treatment outcomes.
• Provides clinical mentorship and technical assistance to health facility teams on paediatric ART formulations, dosing, and regimen switches to ensure quality of care.
• Leads the implementation of differentiated service delivery models for children and adolescents in order to improve access and treatment continuity.
• Reviews and analyses treatment outcome data to identify trends, challenges, and areas requiring targeted intervention.

Retention

• Coordinates effectively the implementation of paediatric and adolescent retention and re-engagement strategies across supported sites in order to reduce treatment interruptions and improve clinical outcomes.
• Supports the development and roll-out of family-centred care approaches and peer support models to strengthen retention of children and adolescents in HIV care.
• Works collaboratively with community health teams to trace and re-engage lost-to-follow-up paediatric and adolescent clients.

Viral Load Monitoring

• Coordinates effectively the monitoring of viral load coverage and suppression among paediatric and adolescent clients in order to facilitate clinical decision making and improve treatment outcomes.
• Supports health facilities to achieve viral load coverage targets by ensuring timely sample collection, result retrieval, and clinical action on high viral load results.
• Leads enhanced adherence counselling (EAC) quality improvement initiatives for children and adolescents with unsuppressed viral loads.

Capacity Building

• Coordinates and undertakes structured capacity building programs including trainings, mentorships, and on-site technical assistance for health workers in order to impart knowledge and skills in paediatric and adolescent HIV care.
• Identifies training needs, develops learning materials, and facilitates in-service training sessions aligned with national curricula and CDC/PEPFAR priorities.
• Supports the integration of paediatric HIV services into routine child health platforms including EPI, nutrition, and maternal and child health services.

Monitoring and Evaluation

• Coordinates and undertakes timely monitoring and evaluation of paediatric and adolescent HIV programs using PEPFAR and national indicators in order to track progress, facilitate decision making, and demonstrate results.
• Compiles and analyses site-level and provincial program data to prepare high-quality technical reports for submission to the Provincial Health Office and CDC in a timely manner.
• Participates in data review meetings, program reviews, and site improvement planning sessions to drive evidence-based program adjustments.
• Ensures accurate and timely entry of paediatric and adolescent data into national electronic health record systems (e.g., SmartCare) and PEPFAR reporting platforms.

Knowledge and Skills Requirements

• Full Grade 12 School Certificate / Form V.
• Bachelor of Medicine and Bachelor of Surgery (MBChB) or equivalent.
• Valid registration with the Health Professions Council of Zambia (HPCZ).
• Ability to write comprehensive reports.
• Ability to communicate effectively in English.
• Computer literate.
• Confidentiality, initiative, and interpersonal skills.
• Analytical skills.

Experience needed

• Minimum of three (3) years relevant post-qualification experience.
