Project Summary

The Centre for Infectious Disease Research in Zambia (CIDRZ), under the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supports the Government of Zambia in achieving and sustaining HIV epidemic control in line with national and global targets, including the 95-95-95 goals.Zambia Business Directory

The CHEP project focuses on strengthening HIV prevention, care, and treatment services through a person-centered approach, while enhancing maternal, newborn, and child health (MNCH) and Global Health Security (GHS) outcomes. The project operates in close collaboration with the Ministry of Health (MOH) at national, provincial, district, and facility levels to ensure sustainability, country ownership, and transition readiness.

Regional M&E Coordinators (C6)

Job summary

Reports to Strategic Information Manager. The incumbent will support the implementation and coordination of integrated M&E and MEL systems at regional/provincial level, ensuring high-quality data collection, reporting, data quality assurance, analysis and use of data for evidence-based decision-making and continuous program improvement across supported districts and facilities.

Man duties

  • Supports implementation of national M&E and MEL systems at regional level, ensuring alignment with national standards and donor reporting requirements.
  • Coordinates timely collection, validation and submission of weekly, monthly and quarterly reports from districts and facilities.
  • Ensures proper documentation, filing and data management practices across all supported sites.
  • Conducts routine data verification, validation and consistency checks to ensure accuracy, completeness and integrity of reported data.
  • Supports planning and implementation of Routine Data Quality Assessments (RDQA) and ensure follow-up on identified gaps.
  • Establishes and monitors systems for identifying, documenting and resolving data quality issues.
  • Supports development, maintenance and use of regional dashboards and data visualization tools.
  • Analyzes and interprets program data, including HIV indicators, to identify trends, gaps and performance priorities.
  • Generates and disseminates routine performance reports, summaries and presentations for stakeholders.
  • Coordinates and facilitates routine regional and district data review meetings, including participation in “Situation Room” discussions.
  • Promotes use of data for decision-making, planning and performance improvement at all levels.
  • Documents lessons learned, best practices and success stories to inform program learning and adaptation.
  • Provides technical mentorship and supportive supervision to District M&E teams, including Data Coordinators, Data Quality Assurance Officers and Data Associates.
  • Supports implementation of onsite orientations and capacity-building initiatives on data management, reporting processes and data use.
  • Strengthen capacity of facility and district teams in data quality assurance, analysis and interpretation.
  • Monitor program performance against targets and milestones, identifying gaps and supporting development of corrective action plans.
  • Support tracking of key HIV program indicators and ensure timely response to performance challenges.
  • Contribute to continuous quality improvement initiatives informed by data.
  • Support planning, coordination and implementation of Technical Supportive Supervision (TSS) activities across districts and facilities.
  • Participate in district, provincial and national review meetings and provide updates on data performance and program progress.
  • Engage with government, partners and other stakeholders at regional level to strengthen data use and accountability.

Qualifications

  • Bachelor’s degree in public health, Monitoring & Evaluation, Epidemiology, Statistics, Health Informatics or a related field.
  • Master’s degree in a relevant field is an added advantage.
  • Minimum of 5 years of progressive experience in M&E, data management, or public health programs.
  • Experience working with health information systems (e.g., SmartCare, HMIS/DHIS2).
  • Demonstrated experience in data quality assurance, reporting and performance monitoring.
  • Experience in HIV/AIDS programs or large-scale health programs is an added advantage.
  • Proficiency in data analysis and visualization tools (Excel, Power BI, Tableau or similar).
  • Experience in conducting RDQAs and supporting data verification processes.
  • Experience in capacity building, mentorship and supervision of teams.
