The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.
ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Senior Planner
Salary Grade: ZSA05/J
Positions: 1
A. Job Purpose
To coordinate institutional planning processes and contribute to the development and implementation of the Agency’s Strategic Business Plan.
The Senior Planner is responsible for coordinating the development, implementation, monitoring, and evaluation of strategic and annual work plans, tracking key performance indicators, and ensuring that statistical programmes and projects are aligned with national, regional, and international statistical priorities. The role also supports resource mobilization and efficient utilization of resources for statistical development initiatives and coordinates the development and implementation of the National Strategy for the Development of Statistics (NSDS) to facilitate the achievement of the Agency’s strategic goals and objectives.
B. Key Responsibilities
Strategic Planning and Policy Coordination
- Coordinate the development and review of the Agency’s Strategic Business Plan, annual work plans, and departmental operational plans.
- Coordinate the development and implementation of the National Strategy for the Development of Statistics (NSDS).
- Ensure organizational plans are aligned with national development frameworks, sector policies, and regional and international statistical priorities.
- Conduct policy, planning, and performance analyses to support evidence-based management decision-making.
Monitoring, Evaluation, and Performance Management
- Monitor and evaluate the implementation of strategic plans, programmes, and projects.
- Coordinate organizational performance management and reporting systems.
- Develop, monitor, and report on key performance indicators (KPIs).
- Prepare institutional quarterly, annual, and other performance reports and planning documents.
- Maintain planning and performance monitoring databases and information systems.
Project Planning and Resource Mobilization
- Coordinate project planning, implementation, monitoring, and reporting activities.
- Support budgeting processes and resource mobilization initiatives for statistical development programmes.
- Promote the efficient utilization of resources to achieve organizational objectives.
Stakeholder Coordination
- Liaise with internal and external stakeholders on planning, policy, and development matters.
- Coordinate collaboration with Government institutions, cooperating partners, and other stakeholders to support the implementation of strategic initiatives.
C. Minimum Qualifications and Experience
- Grade 12 School Certificate or equivalent with five (5) O-Level passes.
- Bachelor's Degree in Social Sciences, Economics, Development Studies, or a related field.
- Master's Degree in a relevant field will be an added advantage.
- Minimum of five (5) years' relevant work experience, including at least three (3) years at supervisory level in strategic planning or a related field.
