The Zambia Statistics Agency (ZamStats) was established under the Statistics Act, Chapter 127 of the Laws of Zambia, for the coordination of an integrated National Statistical System (NSS) to build a sustainable capacity for the production and use of statistical data and information for planning purposes at all levels of governance.
ZamStats has embarked on a transformative agenda which responds to the current trends in the statistical eco-system. Senior Statistician – Balance of Payments
Salary Grade: ZSA05/J
Positions: 1
A. Job Purpose
To coordinate the compilation, analysis, quality assurance, and dissemination of Balance of Payments (BoP), International Investment Position (IIP), Foreign Direct Investment (FDI), External Debt Statistics, and Trade in Services Statistics in accordance with the Balance of Payments and International Investment Position Manual, Sixth Edition (BPM6) and other international statistical standards.
B. Key Responsibilities
Compilation and Production of External Sector Statistics
- Compile and produce official Balance of Payments (BoP) statistics and continuously improve data quality and coverage.
- Compile and analyse current account statistics to enhance accuracy and completeness.
- Compile financial account statistics and improve reporting quality.
- Compile and produce International Investment Position (IIP) statistics and improve asset and liability coverage.
- Compile and produce Foreign Direct Investment (FDI) statistics and improve enterprise participation.
- Compile External Debt Statistics and enhance data quality and coverage.
- Compile Trade in Services Statistics and improve reporting quality.
Quality Assurance and Statistical Standards
- Ensure compliance with BPM6 and other international statistical standards in the compilation of external sector statistics.
- Maintain data quality frameworks, metadata, and quality assurance procedures across all statistical outputs.
- Promote innovation and continuous improvement in statistical methodologies and production processes.
Data Dissemination and Stakeholder Engagement
- Disseminate external sector statistical outputs and enhance user engagement.
- Strengthen partnerships with key stakeholders and ensure the implementation of Memoranda of Understanding (MoUs).
- Promote institutional cooperation with data providers and partner institutions to improve the quality and availability of statistical data.
Leadership and Administration
- Supervise, mentor, and build the technical capacity of junior staff.
- Support the implementation of the annual work plan through effective resource management and staff supervision.
- Prepare technical reports and contribute to departmental planning and performance monitoring.
C. Required Academic and Professional Qualifications
- Full Grade 12 / Form V School Certificate.
- Bachelor's Degree in Statistics, Economics, Econometrics, Mathematics, Economics and Finance, or another relevant field.
- Master's Degree in Statistics, Economics, Industrial Economics, or a related field will be an added advantage.
D. Required Minimum Experience
- Minimum of five (5) years' relevant work experience, including at least three (3) years at supervisory level.
